Summary You will serve as a PHYSICAL SECURITY SPECIALIST in the PHYSICAL SECURITY DIVISION of NAVBASE VENTURA COUNTY SEC. You will serve as an Antiterrorism Officer. Duties You will assess the threat levels at facilities throughout the Command's Region to implement immediate security countermeasures. You will determine and identify the necessary resources (e.g., funds, staff, equipment's, etc.) to implement effective Physical Security or Loss Prevention Programs. You will develop a Loss Prevention Training program for personnel to include classes on topics such as alarm procedures, badge requirements, physical security inspections, emergency response actions, or similar topics. You will conduct annual Physical Security surveys to assess vulnerabilities and risks. You will assess the threat levels at facilities throughout the Command's Regions to implement immediate security countermeasures. You will conduct vulnerability assessments to confirm sufficient protection (i.e. property, information, material) for the organization. You will conduct physical security and crime prevention surveys as directed by managers and senior staff. You will create and conduct personnel security training for all department personnel. You will manage programs pertaining to Antiterrorism/Force Protection and Physical Security. You will conduct and analyze vulnerability, criticality and risk assessments to identify security risks. You will analyze and identify security educational needs of the workforce and weaknesses in the security program to provide solutions. You will conduct physical security and crime prevention surveys as directed by managers and senior staff. You will create and conduct personnel security training for all department personnel. You will create and conduct briefings for the Senior Leaders and the Antiterrorism Executive Committee. Requirements Conditions of Employment Must be a US Citizen. Males born after 12-31-59 must be registered for Selective Service. Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. The incumbent must possess a current valid United States driver's license. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing threat assessments for personnel and assets which have anti-terrorism responsibilities; 2) Updating plans, manuals, and instructions to provide recommendations regarding changes to security specifications; 3) Conducting inspections of mission essential vulnerable assets, arms, ammunition, and explosive storage facilities and critical infrastructure; 4) Conducting classroom, formal, and informal training on crime prevention and physical security awareness programs; 5) Serving as a Loss Prevention Technical Specialist/ Security Advisor for the installation during meetings. Additional qualification information can be found from the following Office of Personnel Management web site: PHYSICAL DEMANDS: Part of the work will take place in an outdoor environment. Incumbent can expect to be called upon to conduct on-site surveys of discrepancies in the field periodically. Such work will include driving, walking, and occasionally hiking. WORK ENVIRONMENT: The risks and discomforts imposed by an outdoor environment are minimal to an individual in reasonably good physical condition. Incumbent is responsible for accomplishing assigned work in a manner that will assure his own safety and the safety of others. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled

Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
