Job description

Occam Solutions is hiring for a Program Manager in Port Hueneme, California. Position is contingent of successful award of contract. About Occam: Founded in 2004, Occam Solutions is a leader in Data Science, Software Development, and Mission Support services to the both the civilian and defense sectors of the US government. We provide thought leadership, technical resources, and know-how leveraging in-depth industry experiences to provide simple and effective solutions. The Program Manager shall be responsible for providing technical expertise in the overall planning, direction, and successful execution of all project requirements. The Program Manager shall ensure that all project goals and objectives are achieved within the specified time frame, budget, and to the satisfaction of all stakeholders. The Program Manager shall establish effective communication channels with the Procuring Contracting Officer (PCO), Contract Specialist, and Contracting Officer's Representative (COR) and shall conduct biweekly contract status meetings covering contract execution, identified performance risks and issues, and the contractor's mitigation/corrective actions. The Program Manager shall provide program and project management services including, but not limited to: • Program Planning and Control • Resource management • Risk management • Rough Order of Magnitude (ROM) development • Budgeting and Cost Management • Schedule management • Performance monitoring and reporting • Documentation preparation and transmittal • Quality control Responsibilities: Plan, schedule, direct, and approve all program work, ensuring quality products are delivered on time and within budget. Interact with government customers to ensure long-term success of the Task Order. Develop, mentor, train, and evaluate staff to maximize their career potential. Identify and develop marketing and business plans for targeted opportunities within the Company's capabilities. Market and capture work to maintain the Company's Core Business Objectives and competitiveness in the marketplace. Stay updated on evolving technologies and procedures to enhance future project opportunities. Collaborate with the Business Development/Strategic Planning team to identify and pursue new customers, programs, and business opportunities. Promote existing customer relations through frequent communication and consultation to gain cooperation and acceptance of ideas and actions. Project a positive image to employees, customers, and industry peers by ensuring cost-efficient, quality products that meet customer requirements. Maintain a positive work environment, fostering morale, providing opportunities for employee growth, and ensuring compliance with Company regulations and policies. Direct and coordinate financial and budget activities to fund operations, maximize investments, and increase efficiency. Oversee personnel management activities including performance management, recruiting, hiring, promotions, and terminations. Qualifications: Bachelor's Degree from an accredited college or university in Engineering, Science, Business, or a related Technical discipline with at least 6 years of relevant experience, or a high school diploma with at least 10 years of professional technical experience related to managing DoD contracts/task orders. At least 6 years of management experience with DoD contracts, ensuring quality of products and services, schedules, cost control, business relations, and personnel management, including engineering, software development, and waterfront support experience. Demonstrated leadership skills and responsibility in managing multiple projects and multidisciplinary teams related to engineering services in support of the Navy fleet. Secret Clearance Required Desired Qualifications: Master's degree in business administration. At least 10 years of experience with DoD contracts, ensuring quality of products and services, schedules, cost control, business relations, and personnel management, including engineering, software development, and waterfront support experience.
