Job description

Duties You will accomplish mapping and Geographical Information Systems (GIS) tasks using knowledge of geography, planning, architecture, engineering, and related disciplines. You will compile basic geographical facts from a variety of specified sources to conduct geographic studies or research. You will create symbology comprehensive map products (e.g., disaster assessment maps, jurisdictional map books, utility map books by commodity) to support organizational initiatives. You will speak with other project managers to coordinate work efforts or to acquire information. You will plan and develop new projects with other geospatial analysts to satisfy production schedules. You will oversee projects to completion so they are within planned costs, specified times, and in accordance with all applicable instructions and regulations. You will prepare a written analysis using the scientific method that provides a hypothesis; describes the observation, research, and analysis of the data; and presents a conclusion. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift when necessary out in the field. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. All field work typically consists of field trips for one or two weeks a month. Routine overnight travel to US Navy sites and detachments is required. Qualifications Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess either: 1) Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields; OR 2) Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown above, plus appropriate experience or additional education. To be considered for GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using qualitative and quantitative methods to assess and improve program effectiveness and complex management processes and systems; 2) Conducting independent or coordinates studies to identify, recommend or evaluate solutions to significant complex and sensitive significant management problems; 3) Performing spatial data collection using Global Positioning System (GPS) or remote sending techniques; 4) Applying geographic techniques to advise stakeholders on the merits of proposed Geographic Information Systems (GIS) and Computer-Aided Facilities Management (CAFM). To be considered for GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Maintaining a Geographical Information Systems (GIS) database in support of region customers; 2) Developing program policy and guidance procedures to govern initiatives and policies for assigned programs; and 3) Coordinating project activities in the area of Geographical Information System (GIS) technology to support work efforts. OR A combination of education and experience with courses equivalent to a major in geography, or a related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields, plus the appropriate experience or additional education. The following education may be substituted for specialized experience: A Ph.D. or equivalent doctoral degree ; OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. ; OR A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent. Degree audits are not an acceptable substitute for transcripts. Physical Demands: Work is sedentary, in an office setting and physical effort is required one or two weeks a month when field work is accomplished which consists of walking, bending, and climbing during outside field work for site visits, GPS data collection and performing UAV projects. Must be able to lift and carry 30-lbs for UAV projects and data collection. Driving is also required to visit various sites. Work Environment: Work is performed either in a typical office setting or outside field work. All field work requires observance of all safety precautions. Some field work may require protective clothing. All field work typically consists of field trips for one or two weeks a month. Routine overnight travel to US Navy sites and detachments is required.
