Job description

Duties This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated December 22, 2023. As a Information Technology Specialist (INFOSEC) at the GS-2210-11 some of your typical work assignments may include: Ensures the confidentiality, integrity and availability of complex Radio and Television Broadcast and Information Technology systems, networks and data through the planning, analysis, development, implementation, maintenance and enhancement of information security programs, policies, procedures and tools. Provides management advisory services and guidance on complex IT security issues, providing suggestions on how best to resolve issues and interpret guidance consistent with the established DoD position. Performs in-depth analyses of system development plans to ensure that security requirements and specifications are effectively implemented and security features are sufficiently rigorous to provide adequate levels of protection the systems life cycle. - Implements network security guidelines, conducts periodic reviews for compliance. Evaluates new security authentication technologies such as public key infrastructure certificates, secure cards, and biometrics, recommends the purchase of application software, and monitors implementation. The pressures of deadlines, extra-long work periods and working with senior DoD and Federal officials may cause stressful situations for sustained periods of time. Qualifications You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service as listed below: Implements IT security policies and procedures in the development and operation of network systems. Participates in network and systems design to ensure implementation of appropriate system security policies. Test and optimize the functionality of systems, networks, and data to ensure the effectiveness of network operations and protocols in troubleshooting and isolating security threats. Knowledge of broadcast IT systems and how to maintain broadcast operations. Knowledge of the Risk Management Framework (RMF) fundamentals and associated reporting tools such as eMass. OR B. Education: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree, if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
