Job Description and Duties GO-LUCI serves as the steward of California's multi-faceted relationship with the military, and as a liaison to coordinate military land-use compatibility issues and effective inclusion of the military in the development and implementation of state energy, climate, and environmental policy. Recognizing the importance of collaboration between the military and local governments and communities, the California State Legislature has granted GO-LUCI significant statutory authorities to facilitate and foster military and state/local government and community relationships. The Director of Military Affairs is responsible for oversight of U.S. Department of Defense (DoD) and GO-LUCI investments in programs focused on California's defense communities, and for oversight of collaborative planning between local communities and the military as fostered by GO-LUCI to help achieve shared goals to protect and enhance the sustainability of California's military and defense operations, and advance broader state priorities like climate resilience, national security and economic prosperity. The Director is responsible for overseeing coordination of California's multi-faceted relationship with DoD across several policy fronts to bring California's defense ecosystems and its ample operations to collaborate, plan, and implement solutions to the state and country's most pressing issues related to military installations resilience, military land-use compatibility, regulatory activities, climate resilience, local defense community cooperation, defense industrial base support and national security. The Director interacts with high-ranking federal colleagues (secretaries, undersecretaries, generals, commanders), GO-LUCI Leadership, Inter-Agency Leadership, Governor's staff and state legislators on regular basis. The Director of Military Affairs is the main point of contact and delegated authority for DoD/federal investments in programs focused on California's defense communities. Working Conditions Persons appointed to this position must be reasonably expected to lift, carry, push, pull, or otherwise move objects weighing up to 25 lbs. Involves sitting most of the time but may involve walking or standing for brief periods of time. This position may be eligible to participate in OPR's hybrid telework schedule. Participation in Telework is subject to OPR's guidelines. Occasional/overnight travel up to 20% may be required. All OPR employees must reside in California upon appointment.
