ActioNet has an opportunity for a is seeking a highly skilled and experienced Lead Network Telecommunications Engineer to join our team. The successful candidate will be responsible for engineering telecommunications projects, performing field visits, and ensuring project success within budgetary constraints. This role requires excellent analytical, design, and communication skills, along with hands-on experience in various phases of Inside Plant (ISP) and Outside Plant (OSP) technology. The candidate will need to be in or near the San Diego CA (on-site) ActioNet is an IT service provider and solutions integrator headquartered in Vienna, VA that works with the Federal Government and Department of Defense. TARGET $128-168K Duties and Responsibilities Engineer telecommunications projects, including determining required material, manpower, and timeframes.
Perform field visits to assess project requirements and provide accurate estimates and quotes.
Communicate project details clearly, both verbally and in writing, to ensure successful completion.
Plan, develop, and maintain project documents detailing required work.
Oversee all phases of construction, including ISP and OSP installation, maintenance, and repair.
Design, test, administer, configure, implement, and maintain network telecommunications systems.
Provide technical support related to telecom activities and integrate multiple network operating systems, protocols, and topologies.
Develop standardized procedures for operation and associated documentation.
Evaluate new technology and recommend implementations.
Analyze requirements for system upgrades, including hardware/software resources, logistics, and planning issues.
Conduct surveys and other methods to capture customer feedback.
Provide process improvement recommendations, lessons learned, and best practices to management.
Coordinate production releases and roll-outs, delegate tasks, and present project progress and results.
Provide a written Quality Control Plan (QCP) and perform Quality Control Audits.
Maintain Quality Assurance records throughout the project lifecycle. Additional Responsibilities: Familiarization with the Risk Management Framework (RMF) process.
Design and installation of a multi-enclave Passive Optical Network (PON) environment.
Oversee the design, installation, and commissioning of multi-enclave PON installations.
Manage installations involving a significant number of Optical Network Terminals (ONTs) across multiple buildings and the complete setup of network management systems in a virtual environment.
Oversee the integration of multi-enclave PON systems with existing network management instances in other buildings.
Collaborate effectively with team members, ensuring seamless communication and coordination across different projects. Knowledge in the following Technology Stacks: Passive Optical Networks (PON)

Avaya (Unified Communications) Basic Qualifications: 5-10 years of experience as a Network Telecommunications Engineer.
Bachelor's Degree in Computer Science, Engineering, or a related field.
Extensive experience designing network telecommunication solutions.
Site Survey Engineering Implementation Experience.
BICSI RCDD Certification.
Familiarity with RMF processes.
Experience in designing and installing multi-enclave PON environments. DoD Secret clearance.
