Reporting to the Division Manager, the Program Manager plans, directs, and coordinates the operations (scope, schedule, budget) of all program activities. This is a contingent position expected to be located in Keyport, WA. The pay range for the position will be provided at the time the position is no longer contingent. What You'll Do Provides planning, direction and success of major programs, systems development efforts and research of technology. Responsible for overall program definition, organization, and direction of short/long-range plans. Formulates, guides, and directs the technical approach. Defines and negotiates activities and personnel for necessary resources. Establishes and controls technical milestones, schedules, budgets and costs. Provide guidance and direction to an execution team for specific projects or sub-tasks. Direct the completion of projects within estimated time frames and budget constraints. Coordinate project-specific engagements and review work products for completeness and adherence to customer requirements. Gather data, conduct analyses and develop reports on a recurring basis to communicate program/project cost, schedule and technical performance. Support risk management program/processes to identify and manage risks, and then eliminate or minimize the likelihood of those risks becoming issue. Interface with the client and stakeholders on project specific issues and objectives. Deliver presentations and leads client meetings. Uphold professional and ethical behavior of all personnel. Bid and proposal support if requested. Other duties as assigned. What We're Looking For Required Qualifications: An active secret clearance is required to be considered for this position. Bachelor's degree from an accredited university required. Five (5) years of managerial experience related to Test and Evaluation with an emphasis on acoustic and sonar technical projects. Experience applicable for the work to be performed: Acoustical or sonar experience with submarine and surface ship sonars, (including state-of-the-art digital sonar systems), torpedo sonars, transducer design, underwater sound analysis, or acoustic test facilities USW systems testing and analysis experience relevant but not limited to such operations or exercises as Surface Ship Radiated Noise Measurement (SSRNM). Experience associated with U.S. Naval at-sea operations as related to undersea warfare in the areas of acoustic signature, PRAIRIE, noise propagation and silencing. Experience in local area networks, interfacing computer systems, data gathering systems, underwater weapons development, or technical information systems design, underwater weapons programming, fire control system software, sonar signal processing, etc. Must possess basic computer literacy and data entry skills. Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.). Strong attention to detail and organizational skills. Excellent verbal and written communication skills. Demonstrated problem-solving skills. Must possess strong time management skills. Must be able to work in a fast-paced, changing, and challenging environment. Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking. Travel Required 25% travel required. Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. Desired Qualifications: Project Management Professional (PMP) certification. CompTIA A+ certification. CompTIA Security+ certification.
