Job description

Duties You will assign work to subordinates based on priorities, considering difficulty of work and capabilities of employees. You will review and update project status for all work of assigned branch. You will maintain and promote technical advances/methods of electrical engineering design. You will conduct design of electrical engineering features of work relating to civil and military projects. You will prepare or review scope requirements for AE contracts. You will assist with construction qualify assurance by performing code required special inspections or required electrical observations. You will solve electrical engineering problems that may not be resolved by routine methods. You will extend traditional techniques or develop new ones to solve complex problems. Qualifications This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the Selective Placement Factor, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional electrical engineer. Specialized experience must demonstrate the following:1) Leading, managing, or directing other professional engineers in electrical engineering design for a command;2) Monitoring progress and solving problems to ensure timely and quality completion of engineering projects;3) Ensuring electrical engineering designs comply with DoD and Navy guide specifications, criteria, policies, codes, and standards;4) Identifying, coordinating, and integrating various engineering, architecture, and other related disciplines to deliver advisory services and accomplish cost-effective, high-quality design and construction activities; and5) Communicating with other professionals to field questions, resolve issues, and defend policies related to electrical engineering design. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.ORCurrent registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
