Systems Engineer
Location: San Diego CA (Hybrid) Our client has an immediate need for a Systems Engineer to support the PMW (C4I) team in San Diego, CA. As a member of the PMW 740 team, you'll help provide systems engineering, analytics, and program support services to the Naval Information Warfare Systems Command (NAVWAR) Program Executive Office for International Command, Control, Communications, Computers, and Intelligence (C4I) Integration (PMW 740). Our objective is to support the USG with creating and maintaining strategic partnerships with over 56 countries to enable international interoperability in support of US national security and foreign policy objectives through the Foreign Military Sales (FMS) process.
Supporting the engineering team, you'll visit host nations to conduct site surveys and develop survey reports and studies, collect and manage system requirements, review system documentation, identify applicable standards and specifications, high-level system design, create high-level designs, and develop cost estimates. You'll also support design reviews, system installations, and system tests. The team develops briefs and white papers supporting program reviews and other status meetings. The supported systems include, but are not limited to, microwave communication systems, satellite communication systems, fiber optics systems, lease data lines use, coastal defense radar systems, High Frequency (HF) communications systems, data link systems, and computer networking systems. All of these involve cross-domain solutions, risk management, and network cybersecurity. The Systems Engineer will support PMW 740 by assisting the U.S. Government (USG) in capturing and analyzing Foreign Military Sales (FMS) customers' C4I requirements through conducting site surveys and participating in Command and Control Interoperability Boards (CCIB). You will lead the engineering strategic approaches for PMW-740 to procure a solution to meet FMS customer needs. Additionally, you will provide engineering and technical SME support for Systems Engineering Technical Reviews (SETR), and other events such as system training and technical assistance visits. This position is local to San Diego, CA and will conduct business travel in and out of the country on behalf of the contract. What You'll Do:
• Recommend strategic approaches and end-to-end C4I capabilities, including tactical data links, to meet FMS customer needs; develop accurate and justifiable cost estimates for recommended solutions.
• Participate in Systems Engineering Technical Reviews (SETR) events including but not limited to: Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), Factory Acceptance Tests (FAT), Systems Operational Verification Tests (SOVT), and other events as required.
• Provide engineering and technical SME support for SETRs and other events such as system training and technical assistance visits.
• Trace requirements from customers' need statements, requirements documentation, specifications and test. Manage requirements for capability, suitability, and testability.
• Maintain expertise in current and emerging Commercial Off-the-Shelf (COTS) and Government Off-the-Shelf (GOTS) equipment/technologies in the C4I domain.
• Remain informed of developments and trends in the cyber and information security domains.
• Provide technical expertise in the form of engineering inputs and risks to Integrated Master Schedule (IMS) for all activities at the individual program office level and at the FMS case level.
• Maintain an understanding and familiarization with COMSEC procedures and management.
• Provide analysis and recommendations for follow-on FMS requirements for specific partners/programs systems and capabilities.
• Prepare engineering and technical artifacts, author white papers, and/or technical reports for work performed.
• Travel CONUS and OCONUS in support of program activities. Requirements:
• Must be a US citizen with an active DoD secret level clearance.
• Bachelor's degree in Computer Science, Information Technology, or a related field, or equivalent experience.
• Expertise in USN C4I Program of Records and previous experience supporting SPAWAR/NAVWAR or NIWC PAC.
• In-depth knowledge of US Navy C4I systems.
• INCO/SOVT experience.
• Develop and manage ship engineering drawings to the highest standards
• Analyze Technical Data Packages (TDPs), Ship Change Documents (SCDs), and Installation Drawings (SIDs) to ensure quality and completeness
• Solve complex ship system and integration challenges, and evaluate system interfaces
• Conduct thorough end-to-end system operability verification testing
• Ability to work independently and as part of a team.
• Travel CONUS and OCONUS in support of program activities.
