Job description

Duties Manages all aspects of the Wing A VPOL Program. As Wing Refuel Document Control Officer (WRDCO), serves as expert advisor to the 60 AMW Commander and the 60 OG Commander on program management and the daily operation of the largest A VPOL program in the Air Mobility Command (AMC). Prepare A VPOL budget and/or financial plan requirement for the wing A VPOL program. Prepares and submits budget requirements to wing Financial Analysis Office. Analyzes and identifies monthly actual fuel consumption in order to accurately project annual cumulative and end-of-year savings and losses. Responsible for fuel charge verification and billing validation. Verifies and monitors fuel charges in the Fuels Automated System (FAS) to ensure accurate aircraft and accounting data is reflected prior to the creation of the monthly interfund bill. Coordinates A VPOL financial and accounting matters with wing staff agencies. Ensures fuels documentation is validated and appropriately chargeable to the wing A VPOL program. Maintain AVPOL source documents. Verify and maintain source documents. Ensures documentation is maintained for all A VPOL transactions. Serves as wing closeout focal point for all A VPOL matters. Responsible for preparing and issuing closeout guidelines and policy on the AVPOL program to wing organizations. Prepares monthly A VPOL status reports. Prepare and submit A VPOL utilization estimates to FSCO/DAO/OPLOC for processing into the financial accounting system. Ensure aircraft assignment and/or transfer updates in the Reliability and Maintainability Information System and Core Automated Maintenance System. Track, monitor, and verify fleet ground services and landing fees. Track all fleet landing fees and ground services at locations around the globe to ensure proper billing of vendors. Process AF Form 791 "Aerial Tanker In-Flight Issue Log" for reimbursement of funds (Tid Code I). Coordinates with Fuels Management, local squadrons and various Air Force, Air National Guard, Reserve, other U.S. Military Services and Foreign Countries on processing AF Form 791. Performs duties as alternate resource advisor. Serves as the alternate financial matter focal point for AMC's largest Operations Group. Compiles, correlates, integrates, and interprets financial data affecting the groups $140 million annual budget. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of principles, practices, procedures and regulations applicable to budgetary, fuel supply, operations, and logistics processes related to the A VPOL Program. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of A VPOL program operations and resource allocation. Knowledge of office automation systems and ability to use various software packages in the management of the A VPOL Program. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of procedures and/or regulations governing the A VPOL program. Ability to effectively and clearly communicate, both verbally and in writing. Knowledge of budgetary, fuel supply, operations, and logistics processes related to the A VPOL program. Knowledge of governmental accounting policies and procedures. Skill in using software such as Microsoft Windows, Excel, Word, and Access. Skill in using qualitative and quantitative analytical techniques. Knowledge of office automation systems and ability to use various software in A VPOL program management. Knowledge of A VPOL program policies and procedures in order to provide advice to the Wing Commander, wing organizations, HQ AMC, and other related agencies. Knowledge of operational budgetary and ABSS policies/ procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
