Job Type Full-time Description Primary Location: Twentynine Palms, CA, US Must be a U.S citizen Security Clearance: Secret with ability to be cleared to TS/SCI Obsidian Solutions Group (OSG) is seeking an Assessment Team Lead to be responsible for fostering an institutional culture of assessment, leading the assessment team, and facilitating the use range technology including video capture, position reporting, C2 systems, Electromagnetic Spectrum (EMS) systems, and modeling and simulation (M&S) systems to capture, document, and build a multifaceted debrief. Outputs of this effort will be provided to the training units, MAGTFTC, and when directed, to TECOM, MCCLL, and the Operating Forces. The Assessment Team Lead works directly with MAGTFTC's designated SLTE representative in the G3, and designated ITX planners and trainers in TTECG, as well as the training unit staff and commanders to tailor the collection effort and inform their assessment along their unit METL. The MAGTF Training Command (MAGTFTC) mission is to Manage the Marine Air Ground Task Force Training Program (MAGTFTP) and conduct service level Marine Air Ground Task Force (MAGTF) combined arms training to enhance the combat readiness of the operating forces and support the Marine Corps' responsibilities to national security. Specific Responsibilities Responsible for working with the MAGTFTC Staff to support their assessment process and any related aspects of planning and execution of the SLTE exercise and any other major exercises MAGTFTC leads. Serve as the primary POC and coordinator for the assessment team consisting of 20 or more senior SMEs, consisting of full-time and part-time personnel.
Provide leadership, guidance, and evaluation of the full-time assessment team members and determine budget requirements to support the team. Designs and executes internal training activities for the assessment team to establish a culture of cohesion, professionalism, and awareness of all new and emerging elements (doctrine, T&Rs, organizations, equipment, technology) involved in the exercise. Orchestrate the writing of inputs to the MWX Final Exercise Report (FER) for submission to MAGTFTC designated lead. The inputs will cover the assessment of the training units participating in the SLTE exercise, the MAGTFTC Commanding General's developed thematic areas, and the warfighting functions across all domains. Conduct regular evaluation of the measurement techniques and processes to ensure conformity in captured data and applicability to stated goals and objectives of MAGTFTC.
Remain current on assessment methodologies, technology enhancements, and improved evaluation criteria. Coordinate with MAGTFTC to integrate existing equipment and new technology into the collection tools employed in support of the mission. This includes ground-based cameras and sensors, aerial drones, EMS transceiver/receivers, mobile C2 systems, and other new technology that could enhance team awareness and efficacy (ex. ATAK)
Direct the coordination of MAGTF Training SME travel, attendance, logistics, support, and collection of observations ISO SLTE events.
Coordinate travel requirements, administration, part time support, budget requirements, and human resource requirements through the OSG Site Lead.
Coordinate team task management, performance reviews, and contract issues with the OSG Site Leadership.
Be prepared to design assessment activities that assist with measuring the training units' ability to achieve proficiency in commander-identified METs and MAGTFTC objectives. Be prepared to provide data analysis and interpretation to provide recommendations to the training unit staffs and MAGTFTC Staff. Be prepared to develop an assessment methodology appropriate for the ITX FoF scenario and conditions. Be prepared to train unit staffs on assessment methodology doctrine, best practices, and lessons observed and learned.
Requirements Must be a proficient leader, educator, and/or trainer who has designed, implemented and assessed numerous programs. Must be a leader who is comfortable building relationships and can communicate with and drive action with scholars, general officers, unit staffs, and their commanders.
Must have knowledge and skills in analytical and evaluative methods and techniques to conduct studies, analyze findings, determine impact, provide advice, and make recommendations on all facets of military training.
Must have excellent written and oral communications skills.
Must possess self-motivation and a high level of discretion to work effectively.
Must be able to multi-task efficiently, work in a fast-paced environment on multiple projects and have a strong attention for detail.
Must possess meticulous attention to detail and excellent project management skills.
Must have unparalleled commitment for action-driven analysis for the benefit of the USMC combat arms community. Must understand EMS equipment and employment.
Must be familiar with ISR collection methods.Experience and Education Master's degree in Educational or Business Field, or equivalent experience.
Minimum of 7 years of experience in USMC (or other service) organizational processes at the regimental/base level or above to include a thorough understanding of functional roles and responsibilities of staff areas. A minimum of 10 years of experience in employing and supervising the employment of various types of USMC (or other service) forces/capabilities (including reserve component). Graduate of Command and Staff or equivalent and has extensive knowledge of the Service's warfighting philosophy and MAGTF doctrine across the range of military operations.
Work experience designing performance evaluation systems; and/or strategic planning, organizing, and tracking and analyzing professional development activities.
FAA Part 107 UAS license preferred. A combination of education and experience that displays the requisite skillset is considered.Physical Requirements and Work Environment Physical ability to:
mount/dismount vehicles in a field environment
bivouac in field environment
climb/descend rocky mountainous terrain
perform job in hot desert environment ascend/descend multiple of flights of stairs in urban training environment
lift and carry up to 75 lbs over short distance (such as a loaded backpack)
Work environment including but not limited to:
Occasional field/tactical environments
occasional extended working hours/overnight bivouac will be required during execution of Force on Force exercises.
Majority of work will be in garrison work environment schedule: M-F 0700 to 1700 occasional extended working hours will be required Travel Domestic travel may be required for training and program coordination.
May be required to travel OCONUS to conduct installation, training or maintenance. Accordingly, a valid passport is required.
Travel is estimated to be up to 30%.
