Job description

Duties Oversee appointment standardization, access-to-care performance, and clinic schedules. Identifies bottlenecks, optimizes resource utilization, and ensures ATC compliance. Build templates and schedules using CHCS, consulting MTF department heads to meet access standards and manage patient demand analysis and staffing. Develop and implement business rules for appointment scheduling and referrals, advise on process reengineering, and address access-to-care issues. Monitor availability of online appointments to ensure beneficiary access to appointments. Plan and conduct comprehensive analytical studies of the health care organization or significant segments of clinical management functions to improve organizational process, structure, and staffing levels. Disseminate access improvement directives MTF-wide and maintains standardized ATC data. Monitor and maintain system(s) impacting access to care, patient reminders, and TRICARE Online registration and generates data quality reports. Facilitate meetings with clinic business managers and leadership to formulate improvement plans and remediation strategies. Review and comment on health care management plans and proposals. Present findings, options, and recommendations. Collect and analyze pertinent organizational data and information, develop statistical and narrative data to justify any changes and recommendations, and prepare and present briefings. In addition to measuring compliance of Defense Health Agency's (DHA's)guidance on ATC, provide recommendations for improvement. Analyze clinical resource requirements and capabilities for current and projected workloads. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A Personnel Security Investigation is required. Position requires the incumbent to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. A one-year probationary period is required if the selectee has not previously met this requirement. Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption. Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Health Systems Specialist: Specialized Experience: To qualify based on your experience, your resume must describe, one year of specialized experience which includes: developing concepts, strategies, methods and models to implement managed health care; compiles, analyzes and interprets Military Treatment Facility (MTF) statistics on patient treatment, ancillary services, appointment demand and availability so that TRICARE Prime enrollees have access to health care. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.(Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience maybe used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
