Job Type Full-time Description Primary Location: Twentynine Palms, CA, US Must be a U.S citizen Security Clearance: Secret with ability to be cleared to TS/SCI Obsidian Solutions Group (OSG) is seeking a Site lead to provide representation for the contractor personnel, administration, and services. The Marine Corps Tactics and Operations Group (MCTOG) mission is to provide standardized advanced training and certification to Ground Combat Element (GCE) Operations Officers, Operations Chiefs, and select other GCE training specialists in GCE operations, combined arms planning and integration, and unit readiness planning at the company, battalion, and regiment levels to support GCE Training and Readiness (T&R) events. Specific Responsibilities Provide guidance, direction, and supervision of contract personnel. Serve as the official contractor representative to the government Contracting Officer's Representative (COR) at the Twentynine Palms site. Coordinate all contractor activities or tasks with the COR and/or ACOR. Coordinate with section OIC's and SNCO's across MCTOG functional areas. Coordinate with multiple external agencies at MCAGCC and across all Marine Corps Installations. Ensure tasks are completed within estimated time frames and budget constraints. Participate in executing assigned tasks/events to observe and monitor performance of contractor personnel. May perform function of task/event within the scope of military operational experience and acquired skill sets. Negotiate and establish binding decisions within the scope of the contract agreement on behalf of the contractor. Prepare monthly status reports, quarterly program review reports and other reports as required. Attend weekly, government led op's sync, command and staff, and other government led meetings and required. Review and approve all travel Expense Authorizations (EA) and Expense Reimbursement (ER'S). Provide weekly updates to Program Manager (PM), Deputy Program Manager (DPM) and OSG executive leadership on status of contractor support. Review all monthly travel invoicing and coordinate with COTR to confirm accuracy.
Recommend travel plans to the COR to support events off site. Perform other duties as assigned. Requirements Must demonstrate the managerial skill and experience that is necessary to manage a remote site. Must be an expert in communicating, both orally and in writing. Must possess self-motivation and a high level of discretion to work effectively to meet deadlines. Must be familiar with Joint Travel Requirements (JTR).
Must be able to multi-task efficiently, work in a fast-paced environment on multiple projects and have a strong attention for detail. Experience and Education Bachelor's degree is required, with a major in management, military science, or equivalent area. A Master's degree in a relevant field (e.g., strategic studies, international relations) is preferred. A minimum of 8 years' experience in the following but not limited to: military operational experience in maneuver, aviation, fires, logistics, or intelligence operations. Demonstrated knowledge of military doctrine, tactics, and command relationships at MAGTF or joint/combined command level as measured by actual operational force employment experience. Direct participation in real world operations is desired. A minimum of 3 years' experience in military training and education. Experience managing at least two DoD contracts in excess of $50M. Attendance at Intermediate Level School such as Marine Corps CSC or completion of equivalent nonresident course is required. Physical Requirements and Work Environment Garrison work environment including but not limited to: occasional field/tactical environments.
Schedule: M-F 0700 to 1700; Occasional extended working hours will be required.
Travel Domestic travel may be required for training and program coordination. May be required to travel OCONUS to conduct installation, training or maintenance.
