Summary You will serve as the Installation Environmental Program Director (IEPD) in the Environmental Division of NAVFAC SOUTHWEST Naval Base Ventura County. This is an interdisciplinary position which may be filled by any of the following series: Natural Resources Management (0401), Environmental Engineer (0819), Physical Scientist (1301). Duties You will supervise and assign daily tasks of staff members to ensure work is completed based on priorities and capabilities of the employees. You will coordinate with internal and external elements to impact soft skills training and career development. You will ensure compliance with environmental laws and regulations, including meeting requirements for permitting, preparation of plans and programs for environmental protection. You will incorporate environmental protection compliance actions into strategic plans. You will plan, budget, and coordinate the environmental programs of the installation and its tenant commands into an integrated, cost-effective, and systematic plan of action to ensure mission readiness. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. If the position is filled as an Environmental Professional Engineer (0819) (PE), registration is required. Qualifications This position has a selective placement factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must be a currently licensed/registered Professional Engineer (PE) if applying as an Environmental Engineer (0819 series). Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: A copy of your current license/registration showing the expiration date MUST be submitted with your application in order to be considered for this position. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as key coordinator and champion of an environmental management system; 2) Reviewing project proposals in accordance with National Environmental Policy Act and other environmental requirements to ensure regulatory compliance; 3) Assuring sound stewardship of natural, cultural, and historic resources; 4) Managing environmental compliance permits; 5) Coordinating with counterparts internally and externally to an organization; and 6) Setting team priorities and communicates priorities and short and long term objectives to senior leadership. You have a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
OR
B. You have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above. Applicants for the 0819 series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
