Job Summary

Galapagos Federal Systems LLC is seeking an enthusiastic, well-qualified individual to fill the role of Acquisition Specialist. This position offers the opportunity to collaborate with a diverse and talented team dedicated to driving success.

The Acquisition Specialist will provide critical support to the United States Space Force's (USSF) Operational Test and Training Infrastructure (OTTI) Integrated Program Office (IPO). OTTI programs ensure the delivery of an effective force design by aligning the acquisition, development, and sustainment of long-term test and training capabilities for the USSF.

In this role, the Acquisition Specialist will be responsible for developing, planning, and managing acquisitions for a variety of products and services. This includes providing full lifecycle (cradle-to-grave) acquisition support by conducting market research, assisting in the development of acquisition strategies, preparing solicitation documentation for both pre- and post-award stages, and reviewing proposals for compliance. Additionally, the Acquisition Specialist will track and manage requirements, maintain technical baselines, and monitor program risks. They will ensure seamless integration across program objectives, balancing cost, schedule, and performance to achieve mission success.

Skills / Experience Required

  • Hold and maintain a Top-Secret Clearance, SCI Eligible, SAP accessible DoD clearance
  • 7+ years of proven, practical, and relevant DoD work experience
  • Experience in a System Program Office (SPO) or Program Management Office (PMO) assigned with delivering hardware and/or software products for DoD operators (space systems preferred but other SPO/PMO experience may be considered)
  • Experience in developing, planning, and managing acquisitions for a variety of products and services, including but not limited to providing cradle-to-grave acquisition support
  • Familiarity with Federal Acquisition Regulations (FAR)
  • Working knowledge of the Adaptive Acquisition Framework (AAF)
  • Working knowledge of DOD contract types
  • Experience with leading or participating in DoD Source Selection activities, to include preparation, source selection team leadership or participation, and source selection results briefings to a Source Selection Authority (or equivalent), including but not limited to Sources Sought, Broad Area Announcements, Industry Days, and Requests for Proposal (strongly desired)
  • Experience developing source selection evaluation criteria and evaluating proposals against evaluation criteria (strongly desired)
  • Experience managing contracts to include performance and product quality assessment, Earned Value Management (EVM), Integrated Master Schedule (IMS) Management, and Risk, Issue, and Opportunity (RIO) Management (strongly desired)
  • Working knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process
  • Acknowledged as an industry leader, possessing robust analytical skills and a proven record of accomplishment
  • Proven ability to work collaboratively with a diverse set of leaders and colleagues, while exemplifying effective teamwork and collaboration skills in both physical and virtual workplace environments
  • Demonstrated ability for autonomous work, seamlessly working with team members and senior leadership with minimal supervision
  • Exhibit strong critical thinking abilities and problem-solving acumen, proactively addressing challenges and preempting potential issues
  • Demonstrated ability to proactively approach tasks, address challenges, and solve problems
  • Exceptional communication skills to include written, verbal, and presentation skills, combined with the ability to efficiently communicate in a DoD environment and the ability to comprehend complex written or verbal information
  • Exceptional organizational skills
  • Full-time on-site work is required
  • Travel up to 25% of the time may be required

Security Clearance

Must be a U.S. Citizen. A high-level Department of Defense active security clearance is/may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and that may include lifting to thirty pounds, as necessary.
