Job description

Duties Provides emergency E-911-call taking and dispatching services. Determines the nature of the emergency in accordance with established guidelines. Performs EMD services to callers with medical emergencies. Employee verifies the location and call back number for the medical patient, and determines the severity of the emergency situation using EMD checklists, in accordance with national standards. Maintains maps, checklists and charts, including automated programs. Maintains a current automated outage status file and ensures oncoming senior fire officials receive current outage reports. Operates and maintains telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center. Prepares and maintains reports and records relating to emergency responses. Prepares National Fire Incident Reporting system (NFIRS) reports, utilizing the correct response codes and categories to complete the response report for each emergency incident, in accordance with published guidelines. More information on PCS requirements, may be found at: This position is subject to provisions of the DoD Priority Placement Program Disclosure of Political Appointments Employee must obtain maintain required certifications, i.e., International Fire Service Accreditation Congress Certification as a Telecommunicator, Level II; EMD (cont'd) (cont'd) and EMD-Q certifications, including initial and follow-on certification; CPR certification; HAZMA T Awareness; etc. Employee is required to work a 40- hour week which may include weekends and holidays and may be subject to recall. Employee is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time. May be required to respond on off-duty time during a conflagration, or stay over until an emergency has been terminated or until properly relieved by a qualified dispatcher. Works in close harmony with supervisors, co-workers and others during day-to-day routines and during emergencies. Is required to maintain good working (cont'd) (cont'd) relationships with on and off-base agencies, maintaining a consistently courteous attitude at all times. Keeps calm and cool during emergency situations. Must possess and be able to maintain a SECRET clearance for unescorted access to complex areas. This is a drug testing designated position. Incumbent will be subject to random drug testing as a condition of employment. This position is designated as a key position In Accordance With (IAW) Air Force Instructions (AFI) 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents (cont'd) (cont'd) of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available. The duties of this position meets all requirements as a category 4 designation (cont'd) (cont'd) , and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. (cont'd) (cont'd) This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") Must participate in exercises by relaying accurate information. Must be resourceful and alert to adequately perform duties. Qualifications Continued Conditions of Employment . Employee must participate in recurrent proficiency training, as directed. If situation dictates, Employee must be able to relocate to the alternate F ACC location, or use any available general purpose vehicle. Employee must be able to transport 30 - 35 lbs of books and equipment during relocation process. A pre-employment physical examination will be required. Must possess and maintain a valid civilian and government drivers license. Employee may be required to travel on a commercial or military aircraft to attend temporary duty for training Purposes. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for Dispatching Series, 2151. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of emergency vehicle dispatching procedures, resources and capabilities and detailed geographic knowledge of the installation, Colorado Springs Airport and surrounding areas Basic knowledge of standard fire protection and prevention theories, techniques and practices relative to various types of emergencies such as, structural fire, aircraft crash, hazardous materials situations and medical emergencies Knowledge of EMD procedures sufficient to instruct caller on rendering medical aid Knowledge of communications operations and telecommunication equipment in a computerized telecommunications service center. Knowledge of a comprehensive body of operational knowledge of communications equipment, alarm systems, and radios Knowledge of various office automation software processing procedures and function keys and the similarities and differences among software types to produce a wide range of documents, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets Knowledge of basic computer operations including word processing, retrieval and input of data. A qualified typist is not required. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of communications operations. Knowledge of basic computer operations to include word processing, retrieval and input of data. A qualified typist is not required. Knowledge of location and availability of emergency apparatus, the kind of apparatus and equipment needed for the emergency at hand. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations. Ability to assess incoming information (problems presented) in fire, medical and other emergency situations and quickly determine the proper dispatching course of action. Ability to work independently without immediate supervision. Knowledge of emergency dispatching policies and procedures. Knowledge of emergency response agencies and services, including police, fire and medical. Knowledge of Emergency Medical Dispatch services in order to determine the appropriate procedures for 911 callers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
