Job description
Duties PRIMARY PURPOSE: Serves as the senior technical analyst for the Assessment team of the Campaign, Integration, Assessments and Futures (CIAF) office within the N&NC training, exercise and wargaming Directorate. Under the direction of the CIAF Office Chief and the Assessment Team Lead, the employee provides analysis and assessments of the J7 Directorate's contributions to the Combatant Commanders' Campaigns and Campaign Orders. The employee provides assessments of the effects achieved by the Directorate's contributions to Operations, Exercises, Activities and Investments (OAEIs), and on changes to the N&NC Operational Environment. The employee provides support in the development of key plans and documents in coordination with the Integration and Campaign Teams to ensure assessment activities, observation plans, and data collection are imbedded into the CIAF planning and processes. The employee executes the N&NC/J7 assessment framework and assessment activities in order to measure the effectiveness and efficiency of N&NC/J7 (OEAIs). The employee coordinates data collection, analyzes information and produces products, to support CIAF and N&NC J7 decision making. Employee provides observations and conclusions to the CIAF and J7 leadership. Assessment results inform development and refinement of Campaign Plans, Homeland Defense Campaign Order(s) (HDCOs) and other strategic resiliency and security cooperation missions guiding documents. The employee interfaces daily as a consultant with senior leadership in the J7 Directorate and across the N&NC enterprise. Employee provides analytical data products, information, and insight to support conclusions and fact based arguments necessary to gain and maintain N&NC/J7 Directorate and CCMD Training, Exercise, and Wargame resources. The employee interacts and interfaces directly and the primary N&NC/J2, J3, J5 and J8 assessments subject matter experts to support the CCMD's assessment activities, and reports. Employee interacts regularly and routinely with J7 Division subject matter experts and coordinates with subject matter experts in multiple domains (air, land, maritime, space, cyber, and command and control). Employee coordinates reporting and analysis of J7 activities with the J74 Division's analytical products. DUTIES: The employee serves as an analyst, supporting the information collection and assessment activities in the N&NC J7 assessment framework. Employee develops and presents assessments of J7 OAEIs, and assessments of changes within the operational environment in support of Action Officer and O6 level planning teams, and key coordination activities for the J7 Directorate. Performs reviews of N&NC HQs, OSD, Joint Staff, Federal Government and related strategic planning and policy publications, instructions, directives. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment. Bachelor of Science degree is highly desired; an advanced degree is highly desired, but not required. Familiarity with multiple national and DOD documents is absolutely essential. In the performance of assigned duties, employee uses tact, diplomacy and professionalism to promote effective working relationships with a variety of offices and agencies. The employee is required to work other than normal duty hours, which may include evenings, weekends and/or holidays and is subject to short- or no-notice recall to duty for emergency situations or exercises. May travel by military or commercial air to conferences, meetings and other functions away from the duty site. Qualifications CONDITIONS OF EMPLOYMENT (CONTINUED): This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include comprehensive knowledge and understanding of the current missions, capabilities, organization and operations of: NORAD and USNORTHCOM; other Combatant Commands; the military services; the National Guard; the US Coast Guard, the Reserve Forces; the Department of Defense etc., is required at the master level; comprehensive knowledge of homeland defense, homeland security, crisis management, and resiliency operations, as well as a master level understanding of classified N&NC global campaigns and operational plans; working knowledge of current military law, joint doctrine, joint plans, policies, and practices; knowledge and skill to consolidate, organize, data and information and provide analysis and assessments; working knowledge of military all-domain (e.g., air, land, maritime, cyber, space) and multi-functional (SOF, Defensive Cyber Operations, etc.) concepts and principles and DOD military command and control operations; extensive knowledge of the Joint Training System and the Joint Staff policy and procedures governing the planning and execution of CJCS-sponsored JEP-designated exercises; thorough knowledge of N&NC training, education, exercises and wargaming activities. Familiarity with NORAD and USNORTHCOM Boards, Bureaus, Centers, Cells, Workgroups (B2C2WG) and the command-and-control systems used in these B2C2WGs that support joint training, exercises and wargames; advanced knowledge of organizational principles and practices in planning, coordinating, and executing exercises, training events and wargames; thorough knowledge of DOD and interagency security policies and procedures; and knowledge and skills are used to analyze and understand the joint environment that NORAD and USNORTHCOM operates, exercises and trains in. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of N&NC's responsibilities, missions, and associated key documents impacting their roles as a bi-national and geographic combatant command respectively. Knowledge of the N&NC strategic guidance, priorities for the purpose of applying the N&NC/J7 Directorate operations, activities, events and investments (OEAIs) in an effective and focused manner to achieve the desired effects.
