Job description

Duties - Independently installs, modifies, repairs, and maintains a variety of new and existing utility, supply, and disposal systems and equipment such as, water, oil, and gas distribution systems, and water closets, tubs, backflow prevention devices/assemblies, fire sprinkler systems, and showers. - Assembles, installs and repairs pipes, fittings and fixtures of heating, water, and drainage systems, according to specifications and plumbing codes. - Uses testing equipment, take water samples, and makes adjustments to small water treatment systems to make water safe for distribution and consumption. Performs all phases of liquid fuels and water systems component maintenance including inspection, tests, preventive maintenance, troubleshooting, repair, and system modifications. - Inspects and tests electrical components in liquid fuel receiving, storage, and distribution facilities and performs preventive maintenance on these components. Participates in cleaning and inspection of the interior surface of bulk storage tanks for fuel and water systems, to include above and below ground, by entering tanks. An appropriate, valid driver's license may be required for the position Required to obtain and maintain the Secret security clearance Must be able to obtain and maintain Class S Water Treatment Operator license for the State of Colorado This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4200, Plumbing and Pipefitting Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a FUEL DISTRIBUTION SYSTEMS MECHANIC (PIPEFITTER/PLUMBER) without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of fuel/utility distribution and storage systems, and of the physical properties and hazards associated with the handling of various types of petroleum fuels. 2. Knowledge of preventive maintenance and inspection techniques as applied to fuel distribution, storage and utility systems. 3. Knowledge of safety, environmental and security regulations, procedures, and practices. 4. Skill in calibration of fuel dispensing/metering devices and pressure gauges. Ability to analyze deficiencies and diagnose malfunctions of system components such as automatic control valves, pumps, flow meters, etc. Skill in using and maintaining tools and equipment such as levels, plumb bobs, various gages and meters, hydrostatic pumps, power tools, pressure testing tools and equipment, electrical test and measuring equipment, combustible and toxic gas indicators. 5. Skill in installing, modifying, and repairing new and existing utility supply, and disposal systems and equipment without more than normal supervision. Skill in techniques used to measure, cut, thread, join, and fit piping and tubing. 6. Knowledge of troubleshooting, maintenance, and repair of electrical components such as electric motors, disconnect switches, starters, contactors, solenoids, and magnetic switches. Knowledge of technical practices in order to plan, lay out, install modify, troubleshoot and repair various systems and equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL EFFORT: Performs work which involves frequent bending, reaching, crouching, kneeling, crawling, stooping, standing, arm movement, and climbing. Sometimes must work in awkward, tiring, or uncomfortable positions, or cramped areas. Frequently lifts, carries, and sets up parts and equipment weighing up to 50 pounds and occasionally lifts items weighing over 50 pounds using jacks, hoists, or helpers. May be required to make repairs and installations from ladders, scaffolding, and platforms and to enter bulk storage tanks through tank manholes 24 inches in diameter. WORKING CONDITIONS: Work is performed inside and outside and may be subject to extreme heat and cold and hard, damp floors or surfaces. Work is usually dirty, dusty, and greasy. May be required to make installations and repairs outside during inclement weather. Frequently exposed to the possibility of cuts, scrapes, strains, bruises, burns, infections, and skin abrasions. Subject to skin irritation from fuels and oils; exposure to noxious fumes or toxic vapors; and danger of fire, explosion, electrical shock, and asphyxiation. Occasionally exposed to the possibility of broken bones. May be subject to claustrophobic conditions and the wearing of cumbersome breathing equipment when performing periodic cleaning of the interior of bulk storage tanks. Works around machinery or moving parts. May wear and use uncomfortable protective clothing and safety devices such as protective eyeglasses, ear devices, hard hats, hard-toe shoes, respirators, and gloves for long periods of time.
