Position Summary Odyssey Systems has an exciting new opportunity providing Advisory and Assistance Services supporting the US Space Force and its mission to defend National Security Interests in Space as a Space Domain Awareness (SDA) Technical Order Manager to the US Space Force, Space Systems Command, Acquisition Delta - Space Domain Awareness at Peterson Space Force Base, Colorado Springs, CO. SDA is foundational to Protecting and Defending US Space Systems that provide space-based Intelligence, Early Warning, Communications and Global Positioning services that sustain our way of life, support our national economy and act as force multipliers in times of conflict. The Acquisition Delta - Space Domain Awareness (USSF SSC/SZG) executes system acquisition, modernization, and sustainment for ground- and space-based SDA sensors and command and control (C2) systems. Activities include acquisition program management, system and subsystem engineering, maintenance and supply support, and fielding. Odyssey Systems provides Advisory and Assistance Services to the Government in five areas: Product Support, Sustainment Engineering & Sustainment Management, Technical Order Management, Technical User Interface, and System Design, Engineering, and Integration. These tasks are executed laterally with USSF SSC/SZG depot and development contractors and with SDA stakeholders. This is a full-time position located at 2424 Garden of the Gods, Colorado Springs, CO with work and meetings intermittently performed at Peterson Space Force Base and Prime Contractor locations and the opportunity to tele-work 2-3 days per week at the discretion of the Government. Responsibilities An A&AS contractor is a knowledgeable and trusted advisor to the Government Program Office. As an SDA Systems Technical Order Manager, you will report directly to the Government Program Manager and provide Advisory and Assistance Services across a wide range of Technical Order (TO) Management tasks across the SDA enterprise portfolio of sensor and command and control (C2) systems. Your Advisory Services to the Government include supporting the Technical Order program for the Space Domain Awareness Acquisition Delta (SSC/SZG). You will interface with development contractors and Government agencies supporting discussions, development, quality assurance, and distribution of Weapon System Technical Documentation required to support system transition to operations. You will provide recommendations to the Government across all program activities. Duties include, but are not limited to: Develop and enforce TO requirements for SZG programs in accordance with TO guidance directives and instruction Assist and collaborate with other SZG System Program Office (SPO) TO Managers Manage TOs development for SZG programs as follows: TO planning, scheduling, and budgeting to include writing and publishing validated TO products Support development of TOs by the Government; analyze and provide feedback to the Government on technical documents developed by SZG prime contractors Provide comments and relevant input to direct and assist in developing TOs that are adequate, accurate, and safe for Air Force operators and maintainers Plan, schedule, and manage TO in process reviews (IPRs), working group meetings, and certification and verification schedules to ensure Government and Contractor products are well vetted with the user community and SZG Distribute material for reviews, develop schedules, and set deadlines to facility stakeholder review of technical documentation Prepare briefings, reports, informational analyses in support of SZG TO development programs Provide relevant input to acquisition planning activities, upgrades, modifications, and studies and interface with contractor logistics support personnel and product support integrators Provide TO expertise, to include proactively identifying potential risks, to SZG program managers and product support managers at product support related meetings Conduct an independent Quality Control review of TO deliverables to ensure the completeness and accuracy of TO products in support of TO development, TO Recommended Changes (RC) and TO Publication Change Request (PCR) changes Ensure SZG prime contractors manage, sustain, develop, and update SZG system TOs in accordance with TO 00-5-1, TO 00-5-3, MIL-STDs, GB-SDA TOLCMP, GB-SDA TOLCVP, and program-specific TO management plans Provide oversight of the SZG TOs within the Technical Order Authoring and Publishing (TOAP) system. Work with TOAP system admins, SGZ equipment specialists, and sustainment contractors to ensure all workflows and TOs are developed and sustained within the TOAP system Identify and prepare consolidated lessons learned reports from applicable related programs for Directorate and SSC reviews arising from the performance of prime contractors, update processes required by the contractor to perform the work, and make recommendations to improve government processes and procedures Travel to CONUS and OCONUS locations upon government direction Other duties as required/requested by the Government and within scope of the S3 contract Qualifications Citizenship: Must be a US citizen Minimum Qualifications: Clearance: Must hold an active Secret clearance, and be eligible to obtain a DoD Top Secret/SCI clearance Education: High School Diploma Years of Experience: 12 years of directly relevant experience with proper certifications, 5 of which must be in the DoD, OR, BA/BS degree in IT, Program Management, Logistics or related technical discipline and 5 Years of relevant experience including 3 or more years directly supporting Air Force/Space Force and DoD acquisition, logistics, TO, and sustainment experience for defined skill level Other Qualifications: Self-starter; ability to receive broad guidance and objectives and independently decompose them into detailed, actionable tasks; ability to adjust in a fluid environment Experience executing TO sustainment supporting DoD Acquisition programs Working knowledge of all technical data and guidance documents that inform the preparation of Air Force Technical orders including TMCR Exceptional skills in technical writing and technical leadership; excellent written and verbal communication skills; ability to overcome inter-organizational and bureaucratic barriers Excellent interpersonal, leadership, and team building skills with demonstrated ability to build consensus in a government/contractor team environment General understanding of DoD Space Operations and Space Systems Preferred Qualifications: Clearance: Active DoD Top Secret/SCI clearance Certifications: Defense Acquisition University (DAU), Department of Defense Acquisition Workforce Improvement Act (DAWIA) Program Management, PMP, or equivalent Other Qualifications: Experience with the AF Enhanced Technical Information Management System (ETIMS) Previous TO Manager Agent/Agency (TOMA), TO Distribution Office (TODO), and/or TO Distribution Account (TODA) experience Experience with Technical Order Authoring and Publishing (TOAP) Additional Information: Location: Work is performed at 2424 Garden of the Gods, Colorado Springs, CO with work and meetings intermittently performed at Peterson Space Force Base and Prime Contractor locations.
