Position Summary Odyssey is recruiting for a Software Systems Engineer to join the team. The technical expert filling this position will be a trusted advisor and consultant to the government that supports government-led modification and capability upgrade efforts in support of the PARCS division of Space Systems Command Strategic Warning and Space Surveillance Directorate . Odyssey is in search of an experienced professional interested in joining a fast-paced, dynamic team supporting the United States Space Force with the integration of missile warning and space domain awareness. This individual will ideally be a Software Systems Engineer and will be assigned the role of Software Team Product Owner under the Agile methodology, used for planning, analysis, design, development, testing, and deployment of new software capabilities to the PARCS mission system. This is a full-time position at Peterson SFB in Colorado Springs, CO, but the individual selected to fill this Odyssey position will have the option to work remotely 50% of the time with SZQP Division Chief's approval. The PARCS division of the Space Systems Command Strategic Warning and Space Surveillance Directorate (SSC/SZQ) at Peterson Space Force Base near Colorado Springs, CO supports the Perimeter Acquisition Radar Attack Characterization System (PARCS), a single-faced, ultra-high frequency (UHF)-Band, phased-array radar located at Cavalier Space Force Station, North Dakota. PARCS is a Missile Warning sensor that can provide attack characterization and assessment to determine the number and types of missiles entering its coverage area. PARCS is also a Collateral Space Sensor that supports the U.S. Air Force's space surveillance mission by providing tracking, reporting, and space object identification data on earth satellite vehicles. Responsibilities Duties include, but not limted too: Represent the Government's interests by serving as Agile Product Owner for the Software Team. The Product Owner is responsible for developing, tracking, and prioritizing the software-related product backlog; works to ensure story completion and feature implementation. Oversees the team backlog grooming activities; ensures that the Product Backlog is visible, transparent, and clear to all, while maintaining the Scrum Team's upcoming work; optimizes the value of the work for the Software Team performance; maintains the order of items in the product backlog to best achieve goals and missions. The Product Owner enhances communication among support organizations as the liaison between the Software Team contractor personnel and the end users and stakeholder community; ensures that the features worked will provide needed capability to the war-fighter, while minimizing any risks associated with the proposed software changes and burning down software defects within the mission system. The Software Team Product Owner is responsible for preparing and conducting required technical presentations, such as Integrated Test Team (ITT), Configuration Control Board (CCB), and Test Readiness Review (TRR), to the Agile community; must be able to articulate system technical concepts to senior leaders in a concise manner. Have experience with Agile methodology for development and sustainment of software systems. Ability to interact professionally with DoD end users, DoD customer, and contractor support personnel. This includes the ability to prepare and present briefings to these teams and individuals. Review and assess technical baseline documentation, including, but not limited to, Concepts of Operation (CONOPs), System/Subsystem Design Descriptions, Software Requirements Specifications, Software Design Documents, Software Version Descriptions, Test Readiness Review packages, Test Plans and Test Procedures, and Training Plans. Analyze, evaluate, and present technical findings to identify problems and provide technical recommendations. Collaborate with 10 SWS Site Analyst to track and maintain set of Standard Change Forms (SCFs) representing PARCS deficiencies and enhancements and assist in preparing the monthly System Requirement Validation Board (SRVB). Support engineering IPTs and WGs. Support Agile ceremonies, bug boards, and deployment meetings. Conduct technical reviews to evaluate alternative proposed plans, systems engineering efforts, designs, and test results to assure that proposed approaches are technically feasible, and that system performance is achieved in accordance with program specifications. Conduct reviews of the program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, and manage/sustain program technical baseline. Review and analyze system concepts and requirements that have been approved and entered into a system requirements baseline (functional, allocated, and product). Support PARCS Program Office CONOPS development and evolution. Document and integrate lessons learned/best practices. Support strategic road-map development utilizing knowledge of mission system needs and priorities. Promote Agile methodologies to deliver warfighting capability on a predictable cadence. Help track and maintain the PARCS division work-flow items using collaborative tools, such as Jira and Confluence. Review CDRL documentation as requested. Qualifications Citizenship: Must be a US citizen Minimum Required Qualifications Clearance: Must have an active DoD Secret clearance, and be able to maintain it Education: BS in Engineering, Computer Science, or related field Years of Experience: 12 years of relevant experience, at least 8 years of which must be in the DoD Certifications: NA Required Qualifications: Understanding of all phases of the software development life cycle Advanced knowledge, experience, and demonstrated ability to perform tasks related to the technical/professional discipline as a Senior Systems Engineer Comprehensive understanding and ability to apply systems engineering standards, procedures, and practices Ability to work independently and apply proper procedures and processes related to the area of expertise Ability to problem solve and troubleshoot various situations to develop successful outcomes within established program/project guidelines Experienced in providing technical planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, and integration Experience with ITW/AA, Space Domain Awareness, and Missile Warning Experience as an Agile Product Owner Preferred Qualifications Clearance: Secret Clearance Education: Master's Degree Years of experience: 10 years of relevant experience, at least 5 years of which must be in the DoD Certifications: NA Preferred Qualifications: Knowledge of Space Operations and the Space Domain Familiarity with missile warning and SDA message formats Familiarity and/or experience with emulation/virtualization technologies Familiarity and/or experience with automated testing techniques and tools Familiarity and/or experience with Test Driven Development (TDD) Experience with the Atlassian suite of tool including Jira/Confluence and Git Hub processes Familiarity or experience with continuous integration and deployment environments and tools Working knowledge of the following tools: SharePoint, Microsoft Office Suite Possess the ability to oversee and guide the efforts of junior and mid-level engineers 12 years as Systems Engineer related to Missile Warning, Space Domain Awareness information systems or networks or relevant experience Subject Matter Expert for PARCS Additional Information Location: Peterson Space Force Base- Coloroda Springs, CO Travel: Potential for travel approximately 10-20% Remote, Onsite, or Hybrid: Hybrid schedule- Approximately 2-3 days a week remote Company Overview Odyssey Systems Consulting Group, is an innovative small business committed to providing world-class technical, management, and training support services to government and public sector clients.
