V2X is seeking an experienced Contractors Program Manager to oversee the Solid State Phased Array Radar System (SSPARS) contract, providing leadership and management for a large workforce across CONUS and OCONUS sites. The Contractors Program Manager will be responsible for ensuring that all operational, administrative, and maintenance functions align with contract requirements, program objectives, and company standards. This position will serve as the primary point of contact with the Contracting Officer's Representative (COR) and is located at the V2X Program Management Office (PMO) in Colorado Springs, Colorado. Responsibilities Major Job Activities: Provide leadership and oversight to Site Manager and Site Quality Program Managers at five CONUS and OCONUS sites, ensuring adherence to operational standards and contract obligations. Direct the accomplishment of program goals and monitor performance metrics across all sites, managing an operating budget, manpower, and resources effectively. Implement and maintain the Quality Control Plan, ensuring compliance with the Performance Work Statement (PWS) and promoting continuous improvement and safety standards. Serve as the primary liaison to the Contracting Officer's Representative (COR), providing regular updates on contract performance and site operations. Oversee all contract personnel activities, including hiring, training, development, and ensuring compliance with certifications and Collective Bargaining Agreements (CBAs). Ensure seamless coordination of operations, maintenance, supply management, and training programs across all sites, facilitating communication between site teams and the PMO. Develop and implement contingency plans for changing requirements, unexpected contingencies, and emergencies, ensuring site preparedness. Conduct regular audits and inspections to verify compliance with contract terms, US Government directives, and host nation laws, implementing corrective actions as needed. Manage program budgets, reviewing and approving timecards, expense reports, and training assignments to ensure financial accountability. Provide technical support and expertise for Upgraded Early Warning Radar (UEWR), Long nge Discrimination Radar (LRDR), Family of Advanced Beyond Line-of-Sight Terminals (FAB-T), and base operations support functions. Material & Equipment Directly Used: US Space Force (USSF) classified and unclassified computer systems, Office 365 applications, project management software, SIPRNET, NIPRNET, video conferencing tools, and communication devices. Working Environment: Primarily based at the Program Management Office in Colorado Springs, Colorado, with regular travel to five CONUS and OCONUS sites to conduct audits, inspections, and meetings. The role may require extended hours or weekends to meet program deadlines or respond to emergencies. Must be prepared to work in varying environmental conditions, including exposure to extreme cold and extended periods of darkness at certain sites. Physical Activities: Walking and standing during site inspections and meetings. Sitting for long periods during planning and coordination activities. Typing and using a computer for extended periods. Occasional lifting and moving of documents and equipment up to 20 pounds. Qualifications Education / Certifications: Bachelor's degree in Engineering, Computer Science, Information Technology, or a related technical field is required. Equivalent technical experience in US Space Force or US Air Force Space Command and Base Operations Support is acceptable. Approved DoD 8140 cyber-related certification. Must be a U.S. Citizen and possess an active Top Secret security clearance. Eligibility for Top Secret / Sensitive Compartmented Information (TS/SCI) clearance is required. Experience: 10-15 years of experience in program management, with at least 5 years in a leadership role overseeing large-scale, multi-site contracts. Experience in radar operations, missile defense, and space operations is highly desirable. Experience working with Union representatives and Collective Bargaining Agreements (CBAs) is a plus. Skills / Technology: Strong understanding of radar systems, including UEWR and LRDR. Proficient in Microsoft Office Suite, Excel, PowerPoint, and related financial applications. Ability to read and interpret technical documentation, schematics, SOPs, and engineering documents. Excellent verbal and written communication skills, with the ability to interact effectively with senior Space Force leaders, government personnel, and diverse workforce teams. Demonstrated ability to manage complex projects in high-pressure environments. Supervisory / Budget Responsibilities: Supervises a large subordinate workforce performing radar, base, and program operations, activities, and services.
