The Quality Program Manager will oversee the quality assurance programs across multiple CONUS and OCONUS sites, ensuring that all Site Quality Program Managers adhere to consistent standards and practices. This position is based at the Solid State Phased Array Radar System (SSPARS) Program Management Office (PMO) in Colorado Spring, CO, and will work closely with the Contractors Program Administrator and Contractors Program Manager to align quality initiatives with overall program goals and objectives. The Contractors Quality Program Manager will be responsible for ensuring compliance, mitigating risks, and driving continuous improvement across all sites. Responsibilities Major Job Activities: Oversee and provide leadership to Site Quality Program Managers at five CONUS and OCONUS sites, ensuring adherence to quality assurance policies and procedures. Develop and implement quality assurance strategies in collaboration with the PMO and site managers to align with program objectives and contractual requirements. Monitor site activities to ensure compliance with Performance Work Statement (PWS) requirements, DoD regulations, and other relevant standards; resolve non-compliance issues. Plan, coordinate, and conduct regular audits and inspections of site quality programs, providing feedback and corrective action plans to Site Quality Program Managers. Develop and standardize quality assurance processes and checklists for consistent application across all sites. Compile and analyze quality data from all sites to create comprehensive quality reports for senior management and provide regular updates on quality performance. Identify opportunities for process improvements and implement quality improvement initiatives across all sites, promoting a culture of continuous improvement. Coordinate and oversee training programs for Site Quality Program Managers and other personnel to ensure they maintain high-quality standards. Identify potential risks to quality and develop strategies to mitigate them, including contingency plans for addressing quality issues. Oversee document management processes to ensure that all quality-related documents are controlled, updated, and distributed properly. Serve as the primary point of contact for quality-related issues between the PMO and the Site Quality Program Managers, maintaining clear communication channels. Collaborate closely with the Contractors Program Administrator and Contractors Program Manager to integrate quality objectives into overall program management efforts. Material & Equipment Directly Used: US Space Force (USSF) computer systems, Office 365 applications, quality management software, inspection tools, checklists, and compliance tracking systems. Working Environment: Based at the Program Management Office in a normal office setting, with regular travel to various international sites for audits, inspections, and quality meetings. Travel to sites may require exposure to extreme weather conditions (Alaska, Greenland) May be required to work extended hours or weekends to meet program deadlines or address urgent quality issues. Physical Activities: Walking and standing during quality inspections and audits. Sitting for extended periods while reviewing documents and reports. Bending, crouching, climbing ladders and stairs, and reaching to inspect equipment or work areas. Ability to lift and move items weighing up to 30 pounds. Qualifications Education / Certifications: Bachelor's Degree in Quality Management, Engineering, or a related field preferred. Preferred certification: Certifications in network security, such as Security+ or similar certifications from DoD 8140 Cyber Workforce Qualification Program. Must be a U.S. citizen and possess a DoD Top Secret security clearance or be eligible to obtain and maintain one. Experience / Skills: 8-10 years of experience in Quality Management, Contract Deliverables, or Engineering, preferably in a military or Government contracting environment. Familiarity with DoD regulations, quality management systems, and performance standards. Experience in conducting audits, inspections, and quality assessments. Strong leadership and management skills, with experience overseeing multi-site quality programs. Excellent analytical and problem-solving abilities, with a keen eye for detail. Proficient in Microsoft Office Suite and quality management software. Exceptional communication skills, both verbal and written, with the ability to communicate effectively at all levels of the organization. Supervisory / Budget Responsibilities: May supervise subordinate workers performing contract operations, activities, and services.
