Job description

Duties Responsible for the development of CCMD-level policy for all aspects of VIGILANT SHIELD, VITAL ARCHER, ARDENT SENTRY, VIGILANT GUARD and/or NUWAIX. Establishes, maintains, and executes the exercise planning schedule for the Commands' Tier 1 and Tier 2, JEP- designated exercises and all linked and associated exercises, to include scheduling all conferences, meetings, in-progress reviews, and secure video teleconferences. As a NORAD and USNORTHCOM Domain Exercise Controller of the Joint Exercise Control Group (JECG), acts as the a key domain exercise observer/controller, managing and directing, up to 200, co-located and geographically dispersed binational personnel during NORAD and USNORTHCOM exercises and other supported Joint and Combined exercises. The employee is required to obtain and maintain a Top Secret/ Sensitive Compartmental Information clearance as a condition of employment. Work requires a substantial amount of travel away from the normal duty station, including transportation by military and/or commercial aircraft. Will be occasionally required to work holidays, weekends, and non-standard hours to support military operations. Required to be on phone recall and 2 hour standby. Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. Pre-employment drug screening required. The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evening, weekends, and/or holidays, and may be required to work overtime. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. Performs additional duties as assigned. Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: (1) exercise planning and development involving federal interagency and multinational organizations; (2) developing exercise budgets, identifying personnel requirements, and constructing architectures/vignettes/scenarios (3) applying analytical and evaluative methods/techniques to complex issues concerning the efficiency and effectiveness of training programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Skill in the management of detailed planning and execution of multiple exercises; leading exercise planning events, to negotiate and defend ideas and support exercise concepts. Knowledge of the functions, goals, objectives, and work processes pertinent to conducting Combatant Command and Bi-national Command training exercises and knowledge of foreign disclosure, security policies and procedures. Knowledge of current military law, national strategy, national response framework, joint plans, policies, plans and guidance and knowledge of crisis response processes and the command and controls systems Skill in applying Joint Training System concepts to meet exercise and training objectives and reporting responsibilities Skills in the preparation of broad and difficult comprehensive management studies to propose solutions to challenging management problems Skill in written and oral communication and skill in managing several projects simultaneously. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no education requirement or applicable educational substitution for experience.
