Summary You will serve as a SUPERVISORY FACILITY OPERATIONS SPECIALIST in the Naval Facilities Engineering Systems Command, Mid-Atlantic
(NAVFAC MIDLANT), Public Works Department (PWD) New London, within the Facilities Management Division (FMD) of NAVFAC ENGINEERING CMD MID-ATLANTIC. Duties You will coordinate facilities project work among assigned areas to maintain efficient use of resources. You will conduct internal management analysis studies of facility operations. You will document and prioritize facility service requests to verify facilities are efficiently maintained. You will implement plans to resolve organizational differences involving facility procedures, priorities, space, and equipment requirements. You will interface with project personnel (e.g., customers, facility management, contractors, supporting agencies) to discuss facilities relatedrequirements and projects. You will direct work through junior supervisors to accomplish facilities work for an organization. Requirements Conditions of Employment Must be a US Citizen. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. You will be required to successfully complete a pre-appointment physical examination This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as an advisor to a Public Works Officer on budget management and facilities matters, recommending strategies to maximize performance within available resources; 2) Evaluating financial, technical and administrative techniques to provide economical facilities management planning; 3) Assigning work to subordinates (in particular, Facility Management Specialists) based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; 4) Utilizing automated systems and authoritative databases to review facility information and manage facility maintenance and repair plans; and 5) Coordinating maintenance inspection programs and infrastructure condition assessment program(s). Additional Information (Continued): PHYSICAL DEMANDS The position's duties are largely sedentary and consists of office-related activities, including long periods of sitting, standing and walking, and operating telephones, audio-visual and computer equipment. During field visits and facility inspections at various installations, the incumbent may lift loads less than 20 pounds, climb stairs and ladders, walk, stoop, bend and stretch to reach objects. Driving of vehicles may be required. WORK ENVIRONMENT The incumbent's work place is a typical office environment equipped with adequate ventilation, air conditioning, heating, lighting, and toilet facilities. The incumbent is not exposed to hazardous substances or environments in the performance of duties. Visits to shops to review planned work
projects and other related issues might occur occasionally. Uncomfortable conditions such as smoke, dust, dirt, noise, vibrations, poor illumination or ventilation, unpleasant odors, and dampness may be encountered for short periods on an infrequent basis. The job is highly stressful with many deadlines imposed by higher-level headquarters, frequent contact with disgruntled customers, and response to life and property threatening emergencies. Must have knowledge of facilities maintenance and short range/long range project planning.
Must have the ability to understand customer requirements, prioritize work in accordance with established procedures, and communicate implementation of planned work to customers and senior leadership.
Must have the ability to formulate budget requirements, manage the budget, and implement strategy to optimize use of available funding. Education There is no education requirements for this position.
