Job description
Duties JOB SUMMARY: The purpose of this position is to identify and support command, control, communications and computer (C4) organizational and individual training requirements throughout the state. The incumbent is responsible for providing a quality C4 training program that covers the needs of the C4 users located throughout the state. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Develops policies and procedures at the state level for identifying organizational and individual training needs, training opportunities and sources of needed information systems training for positions in technical, professional, administrative, managerial and skilled craft occupations. Works collaboratively within the organization to achieve the C4 program goals for the state. Conducts one-on-one as well as formal C4 training courses. Tests and evaluates vendor hardware and software for applicable users to ensure conformance with the information management standards. Analyzes customer requirements and determines the most appropriate automation resource to utilize, including software and hardware. Requirements Conditions of Employment Must possess a valid driver's license. National Guard Membership is required. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. Must meet Compatible Military Assignment within one year from placement. Wear of the military uniform is mandatory. Direct Deposit is mandatory. Must be able to obtain and maintain a secret security clearance. Qualifications GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following: Experience, education, or training in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the functionality of a wide range of C4 products and the training materials available to teach those products to users. Knowledge of and skill in applying the principles, methods, practices and training techniques of instructional design and information systems instruction to ensure the adequate training of users on various computer hardware, software, network, distance learning and Internet applications. Knowledge of programming languages and systems software and systems development life cycles to assist other information technology (IT) specialists. Ability to develop and implement C4 training plans and programs. Knowledge of and skill in electronic publishing and web site design to be able to publish a variety of training materials (i.e., training guides, training schedules, training resources, etc.) on a state maintained website. Knowledge of and skill in applying instructional technologies, instructional design, and related web technologies to plan and provide for user training. Ability to communicate effectively, both verbally and in writing. Knowledge and skill in applying instructional technology methods and procedures, integrating new technology into the classroom environment, maximizing the use of alternative training methods (i.e., distance learning, web-based training, etc.). - Knowledge and skill in applying commonly used query languages to create reports and manipulate data in response to customer requirements. Ability to troubleshoot the less complex operating problems along with the ability to provide guidance and training to customers. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Application): Enlisted: E-3 through E-5 UNIT OF ASSIGNMENT: Any unit within the state SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. CONDITION OF EMPLOYMENT: This position is covered under the Information Assurance Workforce Improvement Program and requires Information Assurance (IA) Technical Level I Certification. IA Baseline Certification is required within 6 months of assignment to the position. Employee will be required to maintain certification status and complete continuous education or sustainment training as required by certification. Failure to receive the proper IA certification may results in removal from this position. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. Education SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. (Major study-computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field). FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying. You must provide transcripts or other documentation to support your educational claims. To receive credit for education, you must provide documentation of proof that you meet the education requirements for this position. Additional information Primary Change of Station (PCS) relocation expenses will NOT be paid. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
