Job description

Duties You will serve as a Naval Architect and be responsible for being a key member of project teams that have the ultimate goal of helping the Coast Guard improve its effectiveness and efficiency through the introduction of innovative technologies, tools, methods, and concepts of operation. You will also coordinate, evaluate, integrate, and facilitate the selection, development and successful implementation of high potential technologies into Coast Guard operations. As a Naval Architect, you will also support research and development efforts across a variety of related surface and sub-surface marine systems including unmanned/uncrewed systems, prototype development, systems integration, and hydrodynamic analysis. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Managing designated research, development, test and evaluation projects as a subject matter expert on Maritime Vehicles Technology. Conducting systematic research in problem areas that are highly complex and of considerable scope. Developing solutions to problems encountered in all aspects of Naval architecture and marine engineering areas that contribute and extend to scientific and engineering knowledge. Acting as a technical representative that identifies equipment, materials and services which must be procured that prepares necessary specifications, requests for proposals, and other procurement documents, and reviews bids and proposals while recommending and approving bids for contracts. Coordinating with R&D Center management to evaluating objectives and allocate resources. Conducting analysis and applying findings from comprehensive technical reviews of literature published worldwide that can be utilized in engineering systems or operations within the organization. Contributing to test events, field exercises, lab demonstrations, and outreach events to conduct test and evaluation to support RDC projects and share information with internal and external sponsors and stakeholders. Reporting status and technical progress to project managers and engaging in all required project tracking tasks. Writing comprehensive research reports, presenting findings to sponsors and stakeholders, and briefing a wide range of audiences from field technicians and operators to senior level agency executives. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. Requirements Conditions of Employment All qualification requirements must be met by the closing date of the announcement. Key Requirements: Must be a U.S. Citizen or National. Must be registered or exempt from the Selective Service. See A one-year probationary period may be required. Suitable for Federal employment determined by background investigation. This position requires a secret clearance. Must provide Transcripts. Time in Grade requirement must be met by the closing date of the vacancy. Qualifications Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR OR B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT) or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) To qualify at the GS-09: In addition to meeting the basic education requirements (above), GS-09 applicants must possess at least one year of specialized experience equivalent to the next lower grade level GS-07 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience at the GS-9 level include: estimating costs for tasks; understanding project management principles and applying them; OR 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. GS-11: In addition to meeting the basic education requirements (above), GS-11 applicants must possess at least one year of specialized experience equivalent to the next lower grade level GS-09 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience at the GS-09 level include: developing, analyzing and reviewing designs, specifications and independent cost estimates for a variety of vessel designs; reviewing designs and specifications prepared by consulting engineers for compliance with requirements and recommends necessary revisions and improvements. OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. GS-12: In addition to meeting the basic education requirements (above), GS-12 applicants must possess at least one year of specialized experience equivalent to the next lower grade level GS-11 level in the federal service. Examples of specialized experience at the GS-11 level include: developing, analyzing and reviewing designs, specifications and independent cost estimates for a variety of vessel designs; reviewing designs and specifications prepared by consulting engineers for compliance with requirements and recommends necessary revisions and improvements; Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education can be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
