Job description

Duties You will provide accounting advice, technical assistance and training in specialized areas of accounting. You will coordinate and conduct onsite reviews of activities, financial management, accounting, cash management, procurement, financial reporting, record keeping, monitoring, property management, audits and internal controls. You will maintain complex operational accounting systems. You will develop procedural manuals, methods, and directives; conducting financial analyses, fiscal reviews, and/or investigations, reviews, analyzes, and validating financial data. You will perform accounting functions regarding salary and expense funding. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications In addition to the specialized experience you must meet the basic education requirements listed in the Education section of this announcement. FOR THE GS-13: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Providing expert accounting advice, technical assistance and training in specialized areas of accounting for an agency; (2) Reviewing and commenting on legislation, regulations, and policies while developing instructions and guidelines for program users; (3) Coordinating and conducting onsite reviews for various activities involving financial management, cash management, procurement, financial reporting, record keeping, property management, audits and internal controls; (4) Recommending corrective actions and methods for improvement for fiscal controls to enhance the effectiveness of the financial management system; and (5) Providing guidance and assistance in the development and implementation of various accounting procedures to ensure funds are safeguarded to the maximum extent. FOR THE GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Providing expert accounting advice, technical assistance and training in specialized areas of accounting for an agency; (2) Maintaining complex operational accounting systems which includes developing system improvements and providing solutions to program management problems; (3) Developing procedural manuals, methods, and directives while also conducting financial analyses, fiscal reviews, and investigations; (4) Following up on audit findings with activities as well as centrally managed accounts and creating segments of surveys and systems for gathering and analyzing data; and (5) Providing guidance and assistance in the development and implementation of various accounting procedures to ensure funds are safeguarded to the maximum extent. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Basic Requirements for the 0510 job series: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
