Job description
Duties The United States Space Force (USSF) Headquarters Space Force Command at the Pentagon, Virginia is searching for an Associate Division Chief for USSF Strategic Planning (NH-0343-04). Description: The Chief Strategy and Resources Office (HQSF/S5/8), and specifically the Planning and Programming Directorate, is responsible for developing the future years resource plan and budget request for all research, development, test, and evaluation; procurement; manpower; MILCON; and operations and sustainment funding. Additionally, the CSRO engages with the Office of the Secretary of Defense, Legislative Liaisons, USSF Field Commands, and the Office of Manpower and Budget to outline and execute the USSF's investment priorities and requests on behalf the Secretary of the Air Force and Chief of Space Operations. In close partnership with the Division Chief, this position will be focused on long range planning, Operational Imperatives and their integration into the Service budget, Strategic Basing and associated budget actions, and strategic engagement for current and long range budget efforts. This position will shape the investments in future years and will work closely with the S8 Programming Division, the Space Warfighting Analysis Center, OSD entities, as well counterpart offices across the Department of Defense to ensure the Space Force investments appropriately account for current requirements, joint mission needs, and future warfighting capabilities of the DAF. This position is a leadership position in CSRO and must be a Subject Matter Expert and will be the focal point for engagement and coordination for Service budget and programming efforts with CSRO, USSF, and DAF leadership. Ideal Candidate: The ideal candidate should be an expert in DoD operations, planning, acquisitions, budget, and/or space staff and have substantial experience with DoD Planning, Programming, Budgeting, and Execution (PPBE) as well as leadership and management skills as a leader in the Division and CSRO. Candidates with critical thinking, organization skills to quickly recall or find information, excellent written/oral communication, ability to collaborate with geographically separated teams, and the ability to deliver on short deadlines are well-suited for the position. Expertise of existing space systems and/or Space Force initiatives is strongly preferred, and resource experience with large weapon system acquisitions, logistics, manpower, facilities, base operations, military construction, and personnel/training programs is preferred. Experience as a supervisor of civilian or military personnel including performance management, recruiting/hiring, security, diversity, and inclusion are also necessary. Experience working in DoD operations, planning, acquisitions, budget, and/or staff with preference in space experience. Experience working DoD Planning, Program, Budgeting, and Execution (PPBE) process. Ideal candidate will have previous experience with PPBE process to include thinking critically about operational risk, capability development, and long-range planning and forecasting, and overall force readiness. Possess highly effective oral and written communication skills when presenting technical budget and program information to senior-level leadership. Knowledge of planning and/or analysis programs and software preferred. Leadership and management skills to develop, supervise, and establish office processes, plans, and tasks are required. Candidate should be skilled and comfortable with database tools and other similar software applications Requirements Conditions of Employment U.S. Citizenship Required This position is eligible for telework, 2-4 days per pay period. Employee must reside within commuting distance of worksite. Schedule and percentage depends on leadership, the employee and the situation. Incentives are not authorized, PCS is authorized. Employee must be able to obtain and maintain a Top Secret Special Sensitive security clearance. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance for the position. This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing. This is a Supervisory position and the employee must complete a one-year probationary period for Acq Demo positions. Position may include additional program security requirements in order to fully perform the duties and responsibilities of the position. The incumbent must be willing to submit to a Counterintelligence Polygraph and mandatory drug testing. May be required to travel by military or commercial aircraft in the performance of TDY assignments. May be required to work overtime on an unscheduled or emergency basis.
