Job description
Mayvin is currently seeking an experienced Acquisition Budget Analyst to provide dedicated Advisory and Assistance Services (A&AS) support to the Department Homeland Security (DHS) Counter Weapons of Mass Destruction Office (CWMD), Systems Support Directorate (SSD) and its acquisition programs/projects. CWMD coordinates U.S. efforts to prevent and respond to threats involving chemical, biological, radiological, and nuclear weapons. This agency integrates various national security, intelligence, and emergency response capabilities to protect against and mitigate the use of weapons of mass destruction. Must be a US Citizen. Suitability clearance is required. Responsibilities : Develops, coordinates, integrates, and tracks annual budgets and spend plans. Performs budget execution and financial monitoring, oversight, and status reporting (ex: tracking and reporting of commitments, obligations, expenditures, contractor cost data, burn rates, invoices, trends, shortfalls, estimates to complete; identifying and reporting variances that are not in keeping with approved baselines/plans; submitting change requests as needed.) Performs financial analysis of obligations, expenses, and funding availability to develop short- and long-term projections/forecasts that support budgetary decision making. Uses DHS/CWMD financial and contract management systems to gather, consolidate, and analyze data to accomplish assigned tasks. Performs quality checks of DHS/CWMD financial and contract management systems database information, working with appropriate points of contact to resolve any issues. Supports budget formulation and justification by assisting programs/projects with developing annual resource allocation plans and OMB/congressional justifications, ensuring alignment with available resources and programmatic goals. Provides assistance and expertise in drafting, coordinating, and reviewing required procurement documentation (ex: Statements of Work, Interagency Agreements, Independent Government Cost Estimates, Contract Data Requirements Lists, CLINs, etc.). Tracks planned Procurement Request (PR) packages from submission to award to ensure timely execution of funding. Assists Contracting Officer Representatives (CORs) with developing and maintaining COR files in accordance with DHS requirements and tracking all active contracts through contract close-out. Prepares and presents briefs and financial reports to Program Managers and Senior Leaders, as required. Develops Standard Operating Procedures (SOPs), checklists, forms, job aids, and other useful templates, tools, and processes to improve financial and contract management within SSD, as required. Facilitates communication, coordination, and collaboration between SSD Divisions/Programs/Projects, CWMD Budget and Finance Office, and DHS Contracting Office. Other financial/contract management tasks, as assigned. Required Qualifications : Bachelor's degree and 6+ years of financial management/budgeting experience. 3+ years of experience working with Federal Acquisition Programs; 8+ years preferred, particularly DHS and/or DoD Acquisition Programs. Basic understanding of federal acquisition and contracting processes/policies/regulations. Expert knowledge and experience using Microsoft Excel, especially the ability to develop and maintain large, complex spreadsheets with advanced formulas and functions. Strong Microsoft Office skills. Strong attention to detail and organization skills. Strong analytical and problem-solving skills. Works well in a team, strong interpersonal skills. Excellent communication skills, both written and verbal. Preferred Qualifications : Active Secret Clearance Bachelor's degree and 10+ years of financial management/budgeting experience with the DHS and/or DoD acquisition programs.
