Job description

Job Description: The ideal candidate will support the Assistant Secretary of the Navy (ASN), Financial Management & Comptroller (FM&C) with generating requirements for ERP+. Independently apply advanced technical expertise and skills to implement business solutions. Level IIIs provide direction to project teams and interact with FM&C and Government clients at the Branch and Division Head Level. Recent experience in the subject of S4/HANA upgrades, Federal ERP systems, DoD and/or DON financial system migrations. Solves more complex technical problems. Often speaks for the organization to internal/external customers and works on long-range programs and objectives. Recognized as an expert in the field, leads development and implementation of key technologies for the organization. May play a role in overall functional strategic planning. The ideal candidate will support the following areas: 1. Technical Architecture and Solutions Design: • Providing expertise in S4 HANA standards, ensuring alignment with best practices and industry standards, supporting all E2E process IPTs, and designing an integrated solution. This will require performing an analysis of alternatives for each request for customization and advising on technical implications of each course of action. • Defining the technical architecture and ensuring that it aligns with the organization's functional and technical requirements. • Providing data-driven recommendations on S4 HANA implementations, to include optimal enterprise structure and implementation sequencing that supports the Department of Navy's operations. • Collaborating with IPTs to translate functional to technical requirements, writing technical requirements, and determining solutions that maintain a clean core. • Documenting requirements used for solicitation of software, hardware, and system integrator support. • Defining information technology (IT) controls environment by providing financial statement audit expertise. 2. Sandbox Configuration: • Configuring the solution in a government-provided S4 HANA sandbox environment and conducting user acceptance testing in partnership with the OCM team, ensuring that the solution meets the Department of Navy's capability needs. • Providing recommendations for and implementing use of appropriate accelerators and technologies for the migration to S4 HANA, to include guidance on data migration strategies and techniques, ensuring data quality improvement. Additionally: • Familiarity with DON processes and procedures preferred • Familiarity with DON financial systems and feeder systems • Experience with and understanding of applicable US General Accepted Accounting Principles (GAAP) for Federal Agencies and authoritative sources (e.g., FASAB, OMB Circulars, GAO Handbooks, Treasury Financial Manual, etc.) • Experience / Capacity to Validate large financial datasets / transactions from Financial / Feeder Systems to General Ledger System CORE HOURS/DAYS: Core duty hours are Monday through Friday, 9am - 3pm with a flex start time of 7am - 9am. Forty-hour work week. Thirty minutes to one hour lunch (not inclusive of the 40 hours). Depending on the needs of the client, hours subject to change with advance notice. Experience Requirements: Relevant Experience: Experience supporting systems consolidation/migration, modernization, ERP implementation, IT system audit readiness, IT audit reviews, IT system control documentation, and/or FISCAM and Risk Management Framework (RMF) implementation and sustainment for State or Federal Government agencies or large, complex companies (greater than 1,000) employees. Demonstrated experience in SAP, Oracle Federal Financials, or other relevant financial systems environments. Years of Experience: Six (6) years of progressive, relevant experience. Mandatory: Yes Waiverable/Substitutable: No Certification Requirements: Minimum Certification: CISA or CIA similar IT professional certification required. Education Requirements: Minimum Education: Four (4) year degree in appropriate technical field from an accredited institution. Waiverable/Substitutable: Yes An additional two (2) years of relevant experience may substitute for the minimum education requirement.
