Job description

MELE Associates, Inc. is seeking a seasoned and detail-oriented Continuity of Operations (COOP) Lead with a strong background in all aspects of emergency operations management to support an important mission within the Office of the Architect of the Capital (AOC), in Washington, DC. This full-time position is contingent upon contract award. Lead COOP analyst will assist with day-to-day campus-wide training programmatic functions in addition to larger supporting OCSO in advance of and during scheduled Exercises/Events or during unplanned real-world contingency operations. Prioritizing an operational PACE plan - Primary, Alternate, Contingency, Emergency (PACE) - the COOP Program Lead shall provide support with the Logistics Division leadership directly/indirectly supports numerous unclassified sites/services that support Congressional members and staff. Specific basic services tasks include, but are not limited to: Provide Continuity planning, program development and administrative support to AOC Continuity program in support to the Legislative Branch Organization.
Assist in the development and maintenance of Continuity of Operations program policies, procedures, and documents to support the Continuity of Operations program initiatives.
Conduct a review, make recommendations, and submit findings on the assessment of the AOC continuity program.
Assist in developing plans, policies, procedures, and training products for government review.
Provide support and assist with organizational duties to support the continued maturation of the AOC Continuity of Operations/Continuity of Government program.
Support the development of Continuity briefings, talking points, correspondence, decision papers and support material (graphs, reports, guides, and other aides).
Assist with developing requirements and processes to identify essential records including hard copy and electronic documents of AOC functions to support continuity planning.
Support AOC Continuity meetings, assist with scheduling of meetings, development of agendas, sign-in sheets, and presentations for the meetings and develop supporting documentation for the meetings.
Support in the development of project presentations, reports and other associated documents needed for Continuity related meetings.
Facilitate and support discussions and meetings with partner agencies, offices/jurisdictions, and to support the resolution of issues and support the reaching of decision points.
Work in direct support of Security and Emergency Management department's TT&E Specialist and Continuity of Operations Specialist the contract's COOP Lead will work with other government Subject Matter Experts to develop and maintain a full training and exercise calendar.
Perform in-person training on a range of emergency preparedness and response topics, in coordinator with above-mentioned personnel.
Develop or update exercise plans.
Develop or update training, either generally or for specific jurisdictions, on the protective actions that may be taken/directed. Requirements: Five (5) or more years of relevant experience related to the knowledge of analyzing business processes.
Five (5) or more years of relevant experience related to the knowledge of collecting, analyzing data, evaluating, and presenting data solutions.
Three (3) years of experience relating to the knowledge of principles and planning methods for continuity and business recovery operations, critical infrastructure security and resilience, and emergency management.
Three (3) years of experience analyzing programs to ascertain deficiencies and develop recommendations for improvements.5+ years of experience in positions of increasing authority in Continuity of Government/Continuity of Operations field.
Cabinet level official COOP/Continuity of Government service is preferred.
Location: This full-time position in Washington, DC is telework eligible, but required to support in person meetings where designated. This position is contingent upon contract award. Salary: Salaries are determined based on several factors including external market data, internal equity, and the candidate's related knowledge, skills, and abilities for the position.
