Job description

Duties You will recognize, develop, and present evidence to reconstruct events, sequences, time elements, relationships, responsibilities, legal liabilities, and conflicts of interest. You will conduct investigations in a manner meeting legal and procedural requirements. You will provide advice and assistance both in and out of court to Military JAG and U.S. Attorney's Office during investigations and prosecutions. You will demonstrate knowledge of criminal investigative techniques. You will handle evidence in accordance with the rules of criminal procedures, laws, and precedent court decisions including constitutional rights for search and seizure. You will demonstrate knowledge of pertinent statutes, regulations, policies, and guidelines, including the Code of Federal Regulations and the Uniform Code of Military Justice for criminal investigations. You will interview witnesses, victims, and suspects. You will utilize criminal investigative techniques to conduct searches and crime scene documentation. You will utilize additional techniques, such as protective surveys and assignments, surveillance, and undercover work. You will develop and maintain sources of information. Ability to collaborate with various jurisdictions, including local, federal, and foreign areas of operation to include coordination for protective operations. Ability to provide protective support for designated personnel and other U.S. and foreign dignitaries. Requirements Conditions of Employment Must be a US Citizen. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition. You will be required to sign a mobility agreement to accept relocation to other geographic locations if required by the employer. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You must have a valid driver's license. You must have vision correctable to 20/20 with normal color vision. You must be a U.S. born or naturalized U.S. citizen. You must pass a polygraph examination. You must pass a medical examination. You will be required to obtain and maintain a current valid United States driver's license. Be at least age 21 at the time of application and less than age 37 at the time you receive a conditional offer of employment unless you have previous service in a Federal Civilian Law Enforcement position. Qualifications Candidates must have completed CITP located at the Federal Law Enforcement Training Center or similar (DEA and FBI academy). Furthermore, this includes successful completion of academic, field work training and physical fitness testing. Competitive applicants should have a balance of education with superior academic achievement and life experience. Typical selected applicants have had stand-out items in their resume which provide indication of unique or committed skillsets. Current Special Agents (1811) with documented experience, can generally be hired at their current pay level. A Bachelor's Degree must be completed no later than six months from application. Ranking Factor : Preferred training and experience in protective operations. Selective ranking experience includes: conducting personal protective operations in support of designated High-Risk Personnel and other U.S. and foreign government personnel; planning, coordinating, and conducting protective operations and activities; establishing or maintaining contacts with various officials of numerous law enforcement and governmental agencies to facilitate protective operations. Ranking Factor :A bachelor's degree from an accredited college or university. You are minimally qualified for the GL-09 level if you possess one of the following: A master's or equivalent graduate degree (such as LL.B. or J.D.) or two full years of progressively higher graduate education, in a related field, leading to such a degree from an accredited college or university;?OR?have at least 1 year of specialized experience and a degree because of our qualifying ranking. Examples of specialized experience with the qualifying ranking factor of a degree is the following: - Applicants must have at least one full-time year (12-months) of specialized work experience in or related to investigations of criminal violations that provided the specific knowledge, skills, and abilities to successfully perform the duties of the position. - Qualifying specialized experience includes: - Analyzing raw investigative data and preparing comprehensive written investigative reports; - Investigating claims involving suspected crimes or alleged fraud, domestic violence, and felony level crimes; - Investigating criminal cases requiring the use of recognized investigative methods that may have included presenting evidence in court; - Conducting interviews that involved eliciting evidence, data or surveillance information; - Conducting criminal investigations requiring the use of surveillance, undercover or other criminal detection methods; - take statements from witnesses, third parties, and other knowledgeable persons; - research, analyze, interpret, and evaluate data and information to make appropriate recommendations; - Utilize digital evidence techniques to interrogate electronic media; - Experience in identifying hacking, intrusions, and nefarious activity on networks; - And investigating computerized businesses and/or accounting systems to form conclusions as to related criminal business practices and compliance with federal laws and regulations. You are minimally qualified for the GS-11 Level if you possess one of the following: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M.,?OR?have 1 year of specialized experience equivalent to the GL-9 level?OR?a combination of specialized experience. Examples of specialized experience with the qualifying ranking factor of a degree is the following: coordinate investigative activities with Federal, State, and local law enforcement officials; - conduct sophisticated surveillance; (Title III or equivalent) - ensure criminal cases are supported by evidence; - develop supportable federal cases for presentation and/or prosecution; - conduct investigations where significant difficulties are encountered; - select, adapt, and apply investigation and negotiation techniques; - interpret complex laws and regulations; - develop new approaches, methods, or procedures in data gathering and analysis techniques AS ; - recognize and resolve discrepancies and/or inconsistencies among findings; - obtain and/or reconstruct missing or withheld documents and information; - collect and confirm information from a variety of sources and methods, such as court records, databases, the Internet, newspapers, periodicals, and financial reports; and You are minimally qualified for the GS-12 Level if you possess the following: Have 1 full year of specialized experience equivalent to at least the GS-11 Examples of specialized Experience with the qualifying ranking factor of a degree is the following: - coordinate investigative activities with Federal, State, and local law enforcement officials; - conduct sophisticated criminal investigative surveillance on a federal investigation; - ensure felony criminal cases are supported by evidence in such cases as homicide, sexual assault, treason, and espionage. - develop supportable cases for presentation and/or prosecution in felony cases; - conduct investigations where significant difficulties are encountered; - select, adapt, and apply investigation and negotiation techniques in felony investigations; - interpret complex laws and regulations found in the UCMJ, Federal, International, and State laws; - Use advanced investigative techniques to gather, report, and report findings; - collaborate with federal law enforcement officers to address violations of federal law that led to arrests and prosecution - collect and confirm information from a variety of sources and methods, such as court records, databases, the Internet, newspapers, periodicals, and financial reports; and - prescribe corrective action or remediation in difficult and complex work assignments. You are minimally qualified for the GS-13 Level if you possess the following: Applicants must have 1 full year of specialized experience equivalent to at least the GS-12 level as defined above. Examples of specialized experience includes the following: - Mastery of, and skill in applying, laws and regulations to inspection, investigation, enforcement, and/or compliance work.
