Position Summary The Data Analyst provides analytical services to USAID as an institutional support contractor under the GHTASC contract. The Office of HIV/AIDS (OHA), within USAID's Bureau for Global Health (GH), has overarching responsibility for the full range of USAID's HIV/AIDS programs and serves as the Agency's lead office for implementing the interagency U.S. President's Emergency Plan for AIDS Relief (PEPFAR). OHA staff: ensure the technical integrity of USAID's headquarters and overseas Mission strategies and programs; provide global technical leadership on the full range of interventions related to HIV prevention, care, and treatment; lead HIV research programs; support USAID Missions in working with partners and other government agencies; and monitor, evaluate and report on the impact of the Agency's HIV/AIDS programs in support of PEPFAR goals. The Strategic Information, Evaluation, and Informatics Division provides technical expertise to advance and support country-owned, sustainable strategic information systems and promotes data-driven program planning. The SIEI Division has primary responsibility of supporting USAID headquarters and its Missions to build capacity in managing and utilizing data systems to improve impact and accountability of HIV/AIDS programs. The Expenditure Analysis (EA) Branch, located in the Office of HIV/AIDS' (OHA) Strategic Information, Evaluation, and Informatics (SIEI) Division, provides global technical expertise to advance the use of data for increasing transparency, efficiency and accountability across programs to achieve the greatest impact in the HIV/AIDS response. The branch supports USAID Headquarters, Missions and Inter-agency field teams by building capacity for data collection, analysis and application of economic and program data for strategic program planning, budgeting and management. The EA Branch conducts inter-agency and intra-agency analysis to understand program input indicators and assess the potential for increased efficiencies in program implementation. The Data Analyst utilizes statistical approaches and software programs to conduct analyses and visualization to inform monitoring, reporting, and data application for learning and adaptation. The Data Analyst provides technical support for the application of data analysis and visualization to improve use of financial and program data to assess program performance, promote efficiencies, and optimize resources. The Data Analyst compiles and organizes epidemiologic, programmatic, and budgetary data for a variety of products aimed at a diverse audience, including USAID, external partners, and the public. The Data Analyst will be an essential member of the OHA/SIEI Division and reports on a day-to-day basis to the Expenditure Analysis Branch Chief. The Data Analyst provides financial and integrated analytic support to the team, performing a variety of both complex and routine technical duties. Salary Range Full salary range for this position is: $78,780 to $124,540 per year with the starting salary determined based on candidate's knowledge, skills, experience, and education, in addition to budget availability. Responsibilities include, but are not limited to the duties listed below Perform data processing and management responsibilities, including routine and ad hoc updates and maintenance of products such as Tableau dashboards and code-generated data summaries Extract, generate, process, analyze, and triangulate structured and unstructured data from a wide range of sources for improved decision-making using analytic/ statistical software Provide technical support for the design and application of data analyses, analytic modeling, and visualizations to improve use of financial and input data to assess program performance, promote efficiencies, and optimize resources. Conduct integrated data analysis, build analytical tools, and, in collaboration with technical program experts, interpret, visualize, and disseminate results regarding the impact on global health programs. Serves as a subject-matter expert on routine PEPFAR financial, input, and program data use in support of various country and technical teams Translate data and narratives into clear, digestible, and usable information. Work with staff to conduct analyses, develop reports, and create visualizations to clearly articulate data trends, including programmatic impacts. Contribute to various data-related resources and products for consumption by a variety of user types Help automate new and existing analytic processes (e.g., data flows, integration, data cleaning, statistical tests, visualization, etc.) through use of Agency approved software applications Travel internationally and/or domestically, as necessary. Education, Requirements and Qualifications Master's degree and 4 years of relevant experience, Bachelor's degree and 6 years of relevant experience, Associate's degree and 8 years of relevant experience, or High School Diploma and 10 years of relevant experience. US permanent residency with the ability to obtain and maintain Facility Access or US citizenship with the ability to obtain and maintain a Secret Clearance Demonstrated skills in data analysis and visualization, program design, strategic planning, monitoring systems, program coordination and implementation, and evaluation; preferably relating to HIV/AIDS or other public health programs. Working knowledge and experience using analytics and statistical computer languages (e.g. R ,Python, SQL) to manipulate data and draw insights from large data sets. Proficiency in statistical software (i.e. STATA, SAS, R) and data visualization tools (i.e. Excel, Tableau). Strong interpersonal, facilitation and team building skills, and ability to work across agencies and cross-culturally with diverse teams on sensitive issues. Excellent analytical and written and oral communication skills. Comfortable working both independently and collaboratively. Ability to travel internationally and/or domestically approximately 10-15%, as needed.
