Job description
Are you seeking an exciting technical and leadership career in support of Federal crime prevention programs? We are actively seeking qualified candidates to serve as a Data Scientist Subject Matter Expert for a Federal contract requirement, providing the DOJ Office of Justice Program, Office of Audit, Assessment, and Management (OAAM) with professional support that enables OAAM to successfully effectuate its mission and ensure timely delivery of information and products to DOJ leadership and Congressional and other governmental inquiries. This effort includes performing tasks that support OAAM to fully leverage data as a strategic asset by supporting strong data governance, data analysis standards, and implementing data innovations that drive more value to the agency in its administration and oversight of federal financial assistance programs. The Data Scientist is a subject matter expert with demonstrated experience serving as a data scientist on a complex technology implementation or data analytics project. Expertise leading moderate data science teams and has knowledge across business operations and development. Provides technical knowledge and analysis of highly specialized applications and operational environments, high-level functional IT systems analysis, design, integration, documentation, and implementation advice on exceptionally complex problems that need extensive knowledge of the subject matter for effective implementation. Applies advanced mathematical principles, methods, and knowledge of the functional area of expertise in compiling and fusing data from multiple IT systems to meet specific task order requirements to exceptionally difficult and narrowly defined problems. The individual is expected to have working knowledge of federal grant-making policies, procedures, and administration. The Data Scientist shall have strong expertise in applying pattern recognition techniques to large structured, semi-structured, and unstructured data sets to automate and optimize data wrangling (extract, transform, clean, evaluate, normalize/standardize, and organize) from disparate sources. Technical expertise with data models, data mining, data cleansing, and segmentation techniques. Expertise developing interrogating databases with Structure Query Language (SQL) to develop complex queries involving joins, subqueries, aggregation, indices, common table expressions, and query optimization/plans. Development experience, with a focus on data manipulation and/or statistics, using one or more of these languages or applications: Python, R, SAS, Tableau, AWS. Experience in both small and big data environments with an understanding of the tradeoffs in scaling algorithms between differing environments. The ability to code and debug stored procedures is desirable. Qualifications - The Data Scientist (SME) must have a minimum of: -Ten (10) years of professional experience planning, conducting, and participating in the facets of performance requirements as described in Section 3 of this PWS and the experiences described above. -Master's Degree in Computer Science, Information Technology, or a related discipline. Substitution Criteria: Qualified candidates may substitute a MS degree with:
-15 years of relevant experience with planning, conducting, and participating in the experiences described above and in the performance requirements. -A Bachelor's degree in Computer Science, Information Technology, or a related discipline.
