Job description
Duties The selectee will serve as Data Scientist in the Office of Strategy, Planning, and Innovation. Typical work assignments include: Consulting with stakeholders and customers to identify the appropriate data, methodological approach, and design to ensure proper data governance and records management. Working with teams to develop electronic records products and definitions. Assisting with observational analyses using software and/or programming languages to explore/group data, test hypotheses, predict outcomes, and inform decisions. Analyzing and evaluating the effectiveness of data science projects, models and operations. Employing diverse data science techniques including using appropriate analytical and statistical software to improve data quality for enhanced data driven decision making. Articulating the findings of quantitative analysis and findings through data visualization and other interactive techniques to technical and non-technical audiences using narrative storytelling. Qualifications Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements as noted below Basic Requirement: A. Possession of a Bachelor's or higher degree in mathematics, statistics, computer science, data science or a field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Possession of a combination of education and experience. This is defined as courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. AND Specialized Experience: GS-11: You qualify for the GS-11 level (starting salary $82,764.00) if you possess one of the following: A. One full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Conducting analysis in programming or statistical software tools (e.g. R, Python, SAS, SPSS, STATA, Tableau, PowerBI) to prepare data for analysis; Assisting with the development of data analysis routines or scripts to standardize the management of electronic records in Cloud platforms (e.g. Office 365, SharePoint, OneDrive); and Organizing data to assist team members with preparing analytical recommendations to management. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. OR B. You have successfully completed three (3) full years of progressively higher-level graduate education leading to a Ph.D.; or successfully completed a Ph.D.; or LL.M., if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work of the position. OR C. You have less than one year of experience as described in A and less than 3 years of graduate level education as described in B. However, you have a combination of specialized experience and graduate level education that when combined, equals at least 100% of the total requirement. Note: Only graduate education in excess of the master's level generally 36 semester hours may be used in this calculation. GS-12 You qualify for the GS-12 level (starting salary $99,200.00) if you possess one year of specialized experience comparable in scope and responsibility to the GS-11 level performing the following duties: Conducting analysis in programming or statistical software tools (e.g. R, Python, SAS, SPSS, STATA, Tableau, PowerBI) to prepare data for analysis; Developing data analysis routines or scripts to standardize the management of electronic records in Cloud platforms (e.g. Office 365, SharePoint, OneDrive); Communicating complex topics in plain language to audiences to develop data policies for ensuring proper data governance and/or records management; and Applying a combination of analysis methods (regression analysis, statistical analysis, modeling, machine learning, etc.) to identify insights and trends for organizational usage.
