Job description

Duties The Director, Budget Investment will: - Plan, direct, and supervise the budget formulation efforts of the Air Force and serve as the Air Force Budget Investment focal point. - Develops definitive and detailed estimates of financing requirements of numerous program alternatives and combinations of alternatives utilizes in the formulation of the final approved Air Force program. - Plans and directs the development of definitive estimates for an extended period for the individual weapon and support systems that comprise Program Elements across the FYDP. - The Director provides continuous improvement of the financial management systems to insure maximum utilization of available resources and to facilitate the relating of capital investments and other costs to weapon systems, tasks and missions. - Plans, directs, and supervises the development of data to aid in the proper assessment of cost and effectiveness of alternate programs facilitating crucial decisions as to the major forces and weapon systems required to accomplish the Air Force mission. - Plans, directs and coordinates the activities of the Directorate in ensuring effective utilization of available resources and correlating investment costs to procured weapon systems, MILCON, MFH, BRAC, and FMs; evaluating budget execution performance and identifying key programmatic and funding issues; participating with the Air Staff in formulation of composite policies and objectives in achieving the best balance between dollar availability among multi-year appropriations and scope of program; assuring consistency of policies between the diversified appropriation and budget activities; developing data to aid in the assessment of cost and effectiveness of alternate programs. - Serve as Chairperson of the Investment Budget Review Committee (IBRC), which conducts an in-depth analysis of all investment programs. Presents recommendations to the Air Force Board to best realign investment resources and defend those resources based on the IBRC analysis of budget execution and/or program executability. - Plan, direct and supervise the preparation and submission of authorization requests and budget estimates to the Office, Secretary of Defense (OSD), Office of Management and Budget (OMB), Armed Services and Appropriations Committees of the Congress; the preparation of justification material for support of these annual authorizations and budget estimates; and the preparation of material for inclusion of the President's Annual Budget Message to Congress. - Plan, direct, supervise, and coordinate the presentation and defense of authorization and appropriation estimates; the selection of support witnesses; and the preparation for actual hearings. Personally, testify before OSD, OMB, and the Armed Forces Committees and Appropriations Committees of the Congress. - Direct, supervise and coordinate the formulation of the overall plan for presenting the requirements of appropriations, including presentation of program objectives; the relationship of these to the readiness of the force; operational and weapon system grouping and classification of requirements; and the Air Force response to Congressional questions. - Direct and supervise the execution of the budget in such a manner as to improve the stature and standards of the Air Force through the effective expenditure of these multi-billion dollar appropriations. - Direct and supervise the review of the USAF policies and objectives pertaining to the various appropriations to assure consistency and conformance to the Air Force objectives, and to achieve and maintain the proper balance between program level and available financing. - Supervise the preparation of justifications and/or submission of reports on reprogramming actions to OSD and to Congressional Committees. - Establish broad guidance and supervise the development of apportionment requests and backup material in defense thereof to obtain release of funds appropriated by Congress, and for the defense of these requests before OSD and OMB. - Supervise the control and distribution of appropriated and apportioned funds to appropriate commands, operating agencies, and PEOs and the administration of these appropriations to insure conformance with legal requirements. Requirements Conditions of Employment U.S. citizenship is required Males must be registered for Selective Service, see Disclosure of Political Appointments Mobility is a condition of employment and appointment for SES members will be required to sign a Reassignment Rights and Obligations Agreement Selected candidate must file a Executive Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978 Position has been designated Special-Sensitive and the selectee must have or be able to obtain a Top Secret clearance Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment. Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings. Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning. An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period. Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability. Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code. Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants. Qualifications Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. A. MINIMUM QUALIFICATIONS: Certification Requirements: This is a Financial Management Level (Level 3) Certified position IAW NDAA 2012 and DoDI 1300.26. The incumbent of the position shall comply with the requirements of this certification program. Executives occupying FM designated positions must complete the required certification no later than two years from notification of the requirement. Business-FM Advanced (CAP): 1. This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary), the following are statutorily mandated requirements (Reference 10 U.S.C. 1731 and 1737): a. Ten (10) years acquisition experience in an AWF position, at least 4 years of which was performed while assigned to a CAP. b. Selectee must execute, as a condition of employment, a written agreement to remain in federal service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment. c. Selectee must meet Advanced level certification requirements in Business - Financial Management or must be able to meet Advanced certification within 4 years (48 months) of assignment. d. Selectee must have 6 years in acquisition financial management leadership billet (within acquisition major program office, PEO, or Service/Component/HQ/equivalent level). e. Selectee must meet 80 hours of continuous learning requirements within the designated timeframe (80 hours of continuing learning (CL) every 2 years (with a goal of engaging in 40 hours annually . B. MANDATORY TECHNICAL QUALIFICATIONS (MTQ - NTE 2 Pages Total) : A supplemental statement must be submitted separately addressing each TQ listed below. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: 1. Demonstrated expert knowledge and experience in the DAF corporate PPBES process regarding financial matters related to developing, acquiring & sustaining weapon systems. 2. Demonstrated Resource and Fiscal Management in budget analysis, and budget construction, and Presidents Budget (PB) development and interaction on all budget programming issues with at least two of the following: (1) Combatant Commands, (2) MAJCOMs, (3) Agencies, (4) Program Offices, and (5) Joint Staff/Office of Secretary of Defense (OSD). C. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQ - NTE 10 Pages Total ): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES); they also reinforce the concept of an "SES corporate culture." Submit a supplemental statement of the Executive Core Qualifications (ECQs listed below) in the challenge/context/action/result (C-C-A-R) model format as provided by the Office of Personnel Management (OPM) Guide to SES Qualifications .
