Job description

Duties The Director, Transborder Security Center serves as the principal I&A substantive advisor on US border threats, serving the Secretary and Deputy Secretary of Homeland Security, and reporting directly to the DHS Deputy Under Secretary for Analysis. This position consolidates the core capabilities of I&A related to border security under one organizational roof. The Director will manage, prioritize, and align I&A activities-analysis, policy, reports officer deployments, collection support, onsite component support, and state and local outreach against common goals and objectives. Specific responsibilities include: Represents the Department on intelligence related to border threats with other senior officials in the Intelligence Community (IC), with senior-level private sector stakeholders, and with senior representatives of selected international partners. Serves as the principal advisor to the DHS senior management on border security issues and represents DHS with various federal Senior Executive Service (SES), Senior Intelligence Service, military flag rank, and senior agency official level committees, steering groups, and working groups. Manages and leads a program that integrates information from DHS components, the IC, other federal partners, and state, local, tribal, and private sector partners to provide analysis and share intelligence on US border threats for the full range of homeland security stakeholders. Develops and manages a mature, professional border security intelligence analysis enterprise that addresses priorities set by the Secretary as well as the Director of National Intelligence's National Intelligence Priorities Framework. Develops an analytic program that assesses border threats to the Homeland and produces actionable, all-source analysis for entities involved in countering such threats. Provides tailored analysis on border threats to the Homeland for the Secretary, DHS operating components and headquarters offices, state, local, and private sector partners, and the IC and other federal departments and agencies. Ensures border security priorities are represented in I&A collection management and requirements integration processes developed for DHS components and supportive of IC and federal, state, local, tribal, and private sector partners. Develops robust outreach to DHS partners at the state, local, and private sectors to provide homeland security intelligence support and to promote analytic collaboration on border security issues. This includes ensuring that the classification of products is appropriately downgraded to expand dissemination. Manages the substantive engagement on border security issues with IC partners, including managing the office's analytic efforts on border threats with the Office of the Director of National Intelligence. Manages I&A's budget for border security analysis and field support. Provides strategic leadership in developing plans that address the border security needs of the Department's intelligence analysis enterprise. Requirements Conditions of Employment You must be a U.S. citizen to apply for this position. Males born after 12/31/1959 must be registered for Selective Service. You may be required to undergo periodic drug testing. You must be able to obtain/maintain a Top Secret/Special Compartmented Information (TS/SCI) security clearance. Selectee will be required to complete form OGE-278, Executive Personnel Financial Disclosure Form. You will serve a one-year probationary period unless you previously completed the probationary period in the SES. You must submit to a pre-employment drug test. Qualifications As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. Demonstrated experience communicating with and providing intelligence support to senior federal, state, local, and/or private sector officials, including producing intelligence and information that may be leveraged by other federal partners, and state, local, tribal, and private sector (SLTTPS) partners entities to achieve Homeland security goals and objectives. TQ 3. Demonstrated understanding of the principles of intelligence collection and analysis, intelligence support during emerging security scenarios, and application of oversight principles (privacy, civil rights and civil liberties, intelligence oversight) when conducting intelligence operations.
