Job description

R3 Government Solutions (R3) provides human resources operations services, human capital consulting, and custom training to federal clients. This position is part of an R3 team that supports the Federal Railroad Administration (FRA). Responsibilities and Duties • Work with managers, HR staff, and General Counsel in developing draft adverse action proposals, leave restriction letters, or Performance Improvement Plans • Draft proposals in line with past precedent and progressive discipline • Monitor timelines to ensure deadlines are met • Review employee/union responses to proposals and work on decision notice, incorporating Douglas factors and employee/union response • Review and draft responses to appeals, grievances, and discrimination complaints for review by the manager • Update and respond to data calls and information request • Ensure Personally Identifiable Information (PII) is maintained in a confidential manner and is not released in an unauthorized manner • Interview individuals and groups to investigate matters related to improper conduct, insubordination and similar incidents; draft findings for manager and/or OHR Director for review • Provide any other HR Employee/Labor Relations support as needed Qualifications • Minimum of ten (10) years of experience or more in labor relations/employee relations • Experience within the last four years in applying Federal OPM standards, rules and regulations, for Federal employees as it relates to employee and labor relations.
