Western Door Federal is seeking a Energy & Sustainability Analyst in Washington, D.C. The objective of this work is to support the daily operational missions of the Office of the Assistant Secretary of the Army for Installations, Energy, and Environment. The E&S Analyst will provide analytic, meeting support, briefing preparation, outreach planning, coordination, and strategic communication products to assist in developing, implementing, communicating, and monitoring Army energy and sustainability initiatives. This effort also includes support necessary to facilitate outreach and information-sharing for the ODASA (Energy & Sustainability) with other Army and Department of Defense organizations, and may include coordination with other Government agencies and private sector entities and organizations. Responsibilities include, but are not limited to : Review and evaluate energy and sustainability requirements and develop solutions, including, but not limited to, analyzing energy and sustainability requirements, processes, procedures, and business models. May produce energy and sustainability documents, reports, and briefings. May provide related training. Designs or modifies applicable documents to meet the requirements of the Government. Provide the appropriate degree of analytic, meeting support, briefing preparation, outreach planning, coordination, and strategic communication products to assist in developing, implementing, communicating, and monitoring Army energy and sustainability initiatives. This effort shall also include support necessary to facilitate outreach and information-sharing for the ODASA (E&S) with other Army and Department of Defense organizations, and may include coordination with other Government agencies and private sector entities and organizations. Advise the DASA (E&S) using his or her subject matter expertise to inform and support new DASA (E&S) energy and sustainability initiatives, and to provide the necessary follow-on support to track initiative progress. The Contractor shall regularly engage with various Army and other government agencies to gain information related to applicable subject areas. Conduct background research on, provide analysis of, and help develop the appropriate documentation (e.g.: fact sheets, briefing materials, project proposals, cost-benefit analyses, etc.) for proposed Army energy and sustainability initiatives. All documentation shall be prepared per the Army-provided/requested formats. Assist ODASA (E&S) in ensuring that plans and their implementation are aligned with statutes, Executive Orders (EOs), DOD and Army policy, and Army strategic guidance. Assist in tracking and communicating progress toward achieving Army energy and sustainability goals through the development of appropriate documentation (e.g., briefing preparation, action item summaries, meeting minutes, implementation plan templates, instructions, worksheet summaries, metrics summaries, and implementation activities analysis summaries). Assist in overseeing and tracking Army operational energy projects (research, development, test, evaluation, or procurement) through participation in routine project updates and coordination with program managers, and updating annual budget exhibits, reports and briefings. Help oversee, analyze, and report on strategy, concepts, policy, plans, programs, requirements, and acquisition programs that support Army operational capabilities. Assist in monitoring and analyzing congressional reports, bills, and hearings that could impact the Army's energy and sustainability activities. The Contractor shall promptly distribute time-sensitive items to appropriate team members. Although the Contractor may review congressional information, the Contractor shall at no time respond to (including drafting a response) to a congressional inquiry as this is prohibited as an inherently governmental function. Serve as a point of contact for the internal and external organizations to coordinate specific energy and sustainability matters. Assist with tracking, coordinating, drafting, and staffing punctual responses to tasks and inquiries from the Office of the Secretary of Defense, other Army organizations, and the public, generally using the Army Task Management Tool (TMT). Assist in preparing agendas and meeting notes for external and internal coordination meetings to ensure team-wide awareness of ongoing and emerging initiatives and challenges, and to inform personnel on support meeting preparation (including development of briefings) for ODASA (E&S) senior-level and working group engagements with other DoD or Government offices, industry, and other organizations. Basic Qualifications: Knowledge of and minimum 4 years demonstrated (actual) experience with energy and sustainability programs. Demonstrated knowledge and experience with program management and systems used to evaluate program and policy effectiveness. Demonstrated sound management skills and judgment in analyzing unique problems and issues specific to planning, programming, and executing energy and sustainability programs. Expert knowledge of, and experience with analytical and evaluative methods and techniques, to include qualitative and quantitative research and analysis, comprehensive studies, and the development of assessments, recommendations, and position statements (no certifications required). Demonstrated excellent written and oral communication skills, interpersonal skills, research skills, task management skills, and prior success in collaborative work environments. Must be a US citizen and able to pass a background investigation.
