Job description

Duties You will plan, manage, and direct several Program Management Offices in the integration of all efforts required to design, develop, engineer, acquire, produce, support, and operate the Navy's current and future Combatants. You will be responsible for efforts required in engineering, construction, integration, test and evaluation to develop and deliver the ZUMWALT (DDG 1000) class and modernization of this three-ship class to launch Conventional Prompt Strike missiles. You will direct activities associated with the JCIDS requirements process and are responsible to lead all Acquisition activities of related technologies and supporting program efforts for future surface combatants, DDG(X). You will support PEO Ships and NAVSEA 21, by ensuring effective and efficient execution of Government Furnished Equipment Management and corporate operations functions. You will ensure effective and efficient execution of workforce, facilities, ceremonies, strategic operations and congressional affairs, science and technology, and information technology. You will ensure availability of required program personnel, funding, and facilities; ensures the adequacy and effectiveness of the budgeting, tasking, procurement, funding processes, and financial obligations in order to meet program objectives. You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. May be required to successfully complete a 1-year SES probationary period. This is a Key Leadership Position (KLP) as defined by the Defense Acquisition Workforce Improvement Act (DAWIA) that has a significant level of responsibility to the success of Major Defense Acquisition Programs (MDAPs). KLPs receive special attention from the Under Secretary of Defense for Acquisition and Sustainment and ASN Research, Development and Acquisition. A three-year tenure agreement is required. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. Qualifications QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the competencies described in the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications will eliminate you from consideration. EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. Inherent in the ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks. 4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Experience with the technical, engineering, and managerial capabilities required to oversee development and deployment of surface combatant systems, and of techniques needed to integrate new ship systems into interoperable Fleet defense elements on a force-wide basis. 2. Knowledge of engineering and technology concepts and principles, including those that pertain to current and future planning and implementation of the PEO mission. 3. Experience in acquisition management support, encompassing the full range of Defense Acquisition Management Policy and Procedures, through development, transition, production, operation, and support. 4. Broad knowledge in specialized areas of acquisition execution including cost trade-off analyses, configuration management, contracting, training, financial management, and planning, programming, budgeting, and execution systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education This job does not have an education qualification requirement. Additional information This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations.
