Clearance Required: Secret-level clearance Overview: IBTCI is seeking a Facility Security Officer to support an upcoming five-year United States Agency for International Development (USAID) Bureau for Global Health institutional support contract. The Facility Security Officer will ensure that all contractors (consultants) have the requisite security clearances (usually Facility Access) in order to perform work specified under the contract. This position is contingent upon award. Responsibilities Essential Duties/Tasks and Responsibilities: Arrange for the necessary security clearances and building access approvals through the USAID COR to ensure coordination with USAID's Office of Security (Washington) or appropriate Regional/Mission Security Office for field mission placements
Closely coordinate with the Office of Security (SEC) at USAID to ensure that security clearances are obtained in a timely manner.
Possesses outstanding customer service skills to assist employees, subcontractors and consultants with their personnel security packages and associated investigation and reinvestigation requirements.
Administers security education, training, and awareness programs and conducts security assessments.
Initiates background investigation requests (including fingerprinting) using e-QIP via JPAS and the i3 Fingerprint Scanning Software.
Provides initial security indoctrination briefings, debriefings, and annual refresher briefings. Qualifications Minimum Requirements: Must have an active Secret-level clearance.
Bachelor's Degree and 7 years of experience.
Strong working knowledge of e-QIP, JPAS, DISS, and the Personnel Security requirements of the National Industrial Security Program Operation Manual.
Wholistic proficiency in navigating OCONUS/international security requirements, from contractual needs to communication and physical security considerations and anything in between.
Ability to multi-task in a fast-paced environment with great attention to detail.
Ability to discreetly handle sensitive information.
Preferred Knowledge, Skills, and Abilities: Exceptional oral and written communication skills (English).
Ability to work in a fast-paced environment and with a diverse client base.
Overseas experience preferred.
Familiarity with USAID.
Foreign language proficiency desirable.
Education Bachelor's degree in a related field. Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company. Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs. Supervisory Responsibility: This position does not have supervisory responsibilities. Travel: N/A Work Authorization: Candidate must be authorized to work in the US.
