Job Description: The ideal candidate will support the Assistant Secretary of the Navy (ASN), Financial Management & Comptroller (FM&C) with generating requirements for ERP+. Functional Responsibility: Performs independent quality assurance reviews of program performance and deliverables to ensure that contractual obligations are met. Responsibility for on-site quality control, review and approval of working papers and findings and adherence to applicable standards, laws, policy, and regulations. Leads teams for complex work streams and/or are recognized experts in the area of accounting and financial management. Level IVs primarily interact with Government clients at the Division Head and above Level. The ideal candidate will support the following areas: 1. Strategy and Planning: • Supporting key metrics to measure success of the scope of this task order. • Supporting or leading strategic and design thinking sessions as required to fully document and develop project goals. • Working closely with the government executive team to provide thought leadership and recommendations to all Planning Teams to ensure that work is aligned with the overall strategy and goals. • Providing industry leading best practices to the executive team for consideration and integration into the Planning Teams. 2. Project Management: • For the scope of this task order, developing and executing comprehensive project management plans, to include project objectives, scope, deliverables, timelines, and resources for each team. • Managing projects and initiatives to ensure that they are delivered on time, within budget, and to the required quality standards for each team in the scope of this task order. • Providing input to the strategic calendar and integrated master schedule (IMS) for each team in the scope of this task order. • Managing project plans for the scope of this task order using agreed upon government-provided software. 3. Project Governance: • Providing input to the project governance framework, including capturing gaps to original scope and routing them through appropriate governance mechanisms for all issues pertaining to the scope of this task order. • Supporting and providing input to a change control strategy. • Ensuring that the project is aligned with overall strategic goals as well as enterprise governance standards for all issues pertaining to the scope of this task order. • Ensuring that the project is delivered in compliance with relevant laws, regulations, and standards for all issues pertaining to the scope of this task order. 4. Audit Compliance: • Providing input to the controls environment for all topics pertaining to the scope of this task order on an as needed basis. Additionally: • Familiarity with DON processes and procedures preferred • Familiarity with DON financial systems and feeder systems • Experience with and understanding of applicable US General Accepted Accounting Principles (GAAP) for Federal Agencies and authoritative sources (e.g., FASAB, OMB Circulars, GAO Handbooks, Treasury Financial Manual, etc.) • Experience / Capacity to Validate large financial datasets / transactions from Financial / Feeder Systems to General Ledger System CORE HOURS/DAYS: Core duty hours are Monday through Friday, 9am - 3pm with a flex start time of 7am - 9am. Forty-hour work week. Thirty minutes to one hour lunch (not inclusive of the 40 hours). Depending on the needs of the client, hours subject to change with advance notice. Experience Requirements: Relevant Experience: Experience supporting audit response, audit remediation, internal controls, financial processes, and/or accounting in accordance with Generally Accepted Accounting Principles (GAAP), Statements of Federal Financial Accounting Standards (SFFAS), and/or relevant OMB policies for State or Federal Government agencies or large, complex companies (greater than 1,000) employees. Years of Experience: Nine (9) years of progressive, relevant experience, including six (6) years of experience leading financial management services and related projects. Mandatory: Yes Waiverable/Substitutable: No Certification Requirements: One of the following professional certifications: CPA, CISA, CIA, CGFM or CDFM. Education Requirements: Four (4) year degree in accounting or business management related field from an accredited institution.
