Duties This position may be filled at either GG-11 or GG-12 grade level, please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent. As a FINANCIAL MANAGEMENT SPECIALIST you will be responsible for the following duties: Financial Management Analyst duties include: Performing a variety of duties in the areas of general financial management, fiscal and accounting administrative operations. Analyzing financial operations and prepares informational documents, reports and other material for use by higher level specialists or program managers. Utilizing automated financial management and accounting system data bases, tracks actions such as obligations, reprogramming, allocations, expenditures, etc. Reviewing financial data applicable to the operation of various functional areas to determine current and anticipated financial conditions. Evaluating financial management information, budget formulation and justification for accuracy and adherence to existing policies, procedures and regulatory requirements. Analyzing the compilation of financial data as required to ensure all data furnished is valid and responsive to specific needs. Participating in Department of Defense (DoD) and Defense Finance and Accounting Service (DFAS) meetings and conferences for the purpose of contributing to topics related to financial management and budget analysis. Preparing and submitting a variety of fiscal accounting reports and budget submissions. NOTE: In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program," this position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If he or she is not already certified at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. GG-0501-11 You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-09 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience in financial analysis and financial management laws, policies and regulations to evaluate and prepare financial management data Experience with accounting principles, concepts and theories and the ability to apply them to theoretical and actual financial problems Experience with budget methods and procedures to evaluate or prepare budget executions and justifications. Experience with automated financial management and accounting systems or databases such as the Defense Agency Initiative (DAI), the Program Budget Account System (PBAS), Defense Travel System (DTS), or spreadsheet analysis. Experience tracking budget execution actions such as obligations, reprogramming, allocations, expenditures, etc. Experience communicating effectively to resolve issues, analyze reports, and respond to inquiries. GG-0501-12 You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-11 in the Federal service and are prepared to take on greater responsibility. Experience preparing narrative material and reports to communicate specific guidance to program managers and decision makers. Experience communicating effectively to resolve policy issues, negotiate budget/financial requirements and respond to inquiries. Specifically you will be evaluated on the following competencies: Concepts, Policies, and Principles of Finance - Apply fiscal law, policies, regulations, principles, standards and procedures to financial management activities. Financial Management Analysis - Analyze, evaluate and review budget and program issues and financial data and reports utilizing business tools and applications, cost and analytical methodologies, and performance metrics to provide impacts of financial management solutions for decision-making. Financial Reporting - Prepare, review and reconcile financial statements and financial reports to meet reporting requirements and to support management decisions. Computer Skills - Uses computers, software applications, databases, and automated systems to accomplish work. Customer Service - Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement. If substituting education for experience at the GG-11 level, you must possess a masters or equivalent degree OR 2 full years of progressively higher graduate education leading to such a degree, OR LL.B. or J.D., if related. If substituting education for experience at the GG-11 level, you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher graduate education leading to such a degree, OR LL.M., if related.
