Job Description Overview Hazardous Area Construction Manager/Project Manager (Hazardous Area CM/PM-FP.) leads, manages, and supervises a multi-functional team of subject matter experts, HVAC technicians, allied tradesmen, plumbers, electricians, carpenters, janitors, welders, grounds maintenance personnel. The Hazardous Area CM/PM-FP advises and assists the customer in all aspects of project planning, design-build, construction,), project deactivation, including supporting site operational and maintenance (O&M) as well as workforce mobilization and demobilization. The Hazardous Area CM/PM-FP is responsible for developing construction documents and specifications; evaluation of bids; reviewing of shop drawings and submittals; conducting site inspections and quality assurance; evaluating project modifications and change orders; and validating accomplishment of work claimed on invoices for partial payments. These tasks may include, but not limited to coordinating and assisting third party construction firm(s) in such a manner as to ensure project success, to include being on-budget, on-time, within scope, with an acceptable level of quality given the project requirements and the environment. Responsibilities MAJOR JOB ACTIVITIES: 100%. Provide Hazardous Area CM/PM-FP. services for OCONUS hazardous areas to include high and elevated risk areas Responsible for managing multiple projects simultaneously and adjusting priorities as required Coordinate and assist third party construction firm(s) in such a manner as to ensure project success, to include being on-budget, on-time, within scope, with an acceptable level of quality given the project requirements and the environment Coordinate construction activities between all disciplines (architectural, mechanical, electrical, safety, security, logistics, communication) and any other project related functions Manage the Integrated Project Team (IPT), which may include security, logistics, telephone, computer system, contracts, facility support officer and construction personnel Provide weekly status reports of the project and of any/all support required from other locations Coordinate and assist site development, cast-in-place concrete construction, electrical power generation plants and distribution systems, expedient field construction techniques, building systems and oversight of compound construction Assist the Government in all aspects of project planning, design, construction, O&M, and deactivation to include development of construction documents and specifications; evaluation of bids; reviewing of shop drawings and submittals; site inspections and quality assurance; evaluation of project modifications and change orders; and validating accomplishment of work claimed on invoices for partial payments Assist in developing Statement of Work (SOW) requirements Ensure that the project adheres to established SOW requirements, schedules and budgets Maintain daily project log, document all activities related to the project including changes in the SOW, schedule deviation and cost impacts Maintain close communication with the Customer to ensure their satisfaction through project completion Assist in performing drawing reviews, conducting site surveys, reviewing change orders, contractor oversight, quality assurance, final project acceptance and assisting with approval final project approvals Coordinate with all Government stakeholders (i.e. Management, Security, Utility Outages Transportation/Logistics, Communications/IT) MATERIAL & EQUIPMENT DIRECTLY USED: Laptop and desk computer. Individual Protective Equipment (i.e., Hardhat,Steel Toed Boots, Safety Glasses, Work Gloves, Hearing Protection, etc. Organizational Clothing and Individual Equipment Be licensed and able to drive a manual transmission non-tactical vehicle (SUV, pickup truck/9 passenger van). US Government leased, owned, and rented vehicles. Valid, current U.S. Passport Valid, current U.S. Drivers License WORKING ENVIRONMENT: Travel to and through out various OCONUS locations, often to remote, austere, remote permissive, non-permissive environments. Work in an operationally-sensitive environment Perform tasks outside during any weather condition for long periods of time. Operate standard office equipment, such as a computer, copy machine and printer. Function in an office environment in a stationary position approximately 50 percent of the time or more. Work well in team environments including demonstrate the ability to function independently with minimal supervision. Function not only in an office environment in a stationary position approximately 50 percent of the time or more, but also work in austere, remote or non-remote permissive and non-permissive environments. Develop and build relationships with logistics management counterparts within parent organization as well as with external organizations facilitating the coordination of various logistical support projects. PHYSICAL ACTIVITIES: Able to lift twenty-five percent (25%) of his/her body weight over his/her head Qualifications MINIMUM QUALIFICATIONS: Education: Bachelors degree in any field; high school, vocational school, or trade school diploma and five (5) years work experience in a similar field may be substituted for degree requirement Certifications: Must have Valid U.S. Drivers and be able to obtain an International Drivers License Must have a valid U.S. Passport Be licensed and able to drive a manual transmission non-tactical vehicle (SUV,pickup truck/9 passenger van). Pass customer specific training and certifications. Project Management Professional (PMP) desired Professional Engineer (PE) certification desired Travel: Must be worldwide deployable, often to remote, austere permissive and non-permissive environments Clearance: Must have an current, adjudicated, and active TS/SCI security clearance with Poly Experience: Five (5) years of experience in overseas construction management One (1) year of OCONUS experience with local contractors and labor forces (may be cumulative over several projects/deployments) Six (6) months of experience working in a Government-designated war zone (may be cumulative over several projects/deployments) Skills: Possess knowledge, skills and abilities, including experience in deployed expeditionary support services, at minimum, in areas of logistics management, logistics planning, facility management, supply, transportation, traffic management, vehicle maintenance, facility maintenance, facility management, warehouse management, janitorial support services, etc. Specialized knowledge, skills and abilities experience in facility Operations and Maintenance (O&M) support services with general carpentry and/or general construction skills performing and/or managing base or compound O&M support services SUPERVISORY/BUDGET RESPONSIBILITIES: Lead, manage, and supervise a multi-functional team of HVAC technicians, plumbers, electricians, carpenters, janitors, grounds maintenance personnel, etc. Advise and assist Client with planning, programming, budgeting, and executing organizational compound expeditionary O&M support services requirements.
