Job Title: Human Capital Specialist (Classification) - (Contingent Upon Award) Location: Washington DC
Job Type: Full-Time
Start Date: Contingent upon contract award Job Overview: We are seeking Human Capital Specialists (Classification) to administer position classification principles and ensure alignment with federal regulations and organizational standards. In this role, you will evaluate position descriptions, provide classification and position management expertise, and support organizational structure reviews. This position offers an opportunity to work on classification projects, provide advisory services, and support the workforce restructuring process in a federal setting. Essential Duties and Responsibilities: Consult with managers and SMEs to conduct job analysis and evaluate position descriptions against OPM classification standards.
Ensure proper classification and position management principles are applied to positions, including determining the correct series, grade, and title.
Prepare comprehensive position evaluation statements and ensure competitive levels and sensitivity levels are accurate.
Provide classification recommendations to the HC Manager or Team Lead for final approval.
Perform desk audits and support the development of a PD (Position Description) database for consistency in classification actions.
Lead special projects related to position reviews and organizational structure assessments.
Develop and conduct classification training for GPO managers and HR staff.
Review and implement new OPM classification standards, ensuring timely execution.
Participate in classification and position management workgroups and workforce restructuring activities.
Provide position management and organizational design advice to agency managers.
Develop responses to classification appeals and assist with government-wide hiring and staffing management issues. Qualifications: Education: Bachelor's degree with at least two (2) years of relevant full-time experience in the last five (5) years, or an equivalent combination of education and experience.
Job-Specific Knowledge/Skills/Abilities:
Comprehensive knowledge of federal HR classification policies, procedures, and methodologies, with the ability to apply the Fair Labor Standards Act.
Strong understanding of federal HR concepts, laws, and OPM classification standards.
Experience working with prohibited personnel practices.
Ability to provide expert advice on position management, organizational development, and realignments.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) and experience with MonsterClass or similar classification systems.
Ability to develop training materials and train managers and HR staff on classification policies.
Exceptional customer service, relationship-building, and communication skills.
Strong analytical skills, attention to detail, and the ability to work both independently and as part of a team. Additional Information:

The Human Capital Specialist (Classification) will play a key role in ensuring that federal positions are properly classified and aligned with organizational and legal standards, contributing to the efficient and effective use of human resources.
