Job description

Duties Serves as Human Resources Program Manager responsible for providing strategic and technical guidance as well as seasoned consultative management advisory services throughout OSI PJ on the effective use of HRM programs to all management levels within OSI PJ HQ and supports goals and objectives producing results that accomplish agency and command missions. Provides support and expert counsel to Senior OST PJ leadership on HRM programs, which includes manning and skill levels to determine short/long range manpower/personnel requirements, accessions, employee assistance, affirmative employment, staffing, recruitment and placement, compensation and pay, benefits, classification, sustainment, separations and employee development relating to GS, DCTPS, military, contractor, and other pay schedule positions. Reviews, analyzes, and synthesizes data from core personnel documents, organization charts, unit manpower documents, DCPDS, Business Objects and reports containing civilian personnel and position data to ensure compliance with policies and advises management or takes corrective action as appropriate. Ensures the objectives and requirements of Military and Civilian Management Programs are in line with allied and related programs which include but are not limited to Contracting. Serves as the Contracting Officer Representative (COR). Advance in hire may be authorized if there is demonstrable proof provided on your resume Leave accrual may be authorized upon request Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5. A non-disclosure agreement must be signed This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Pre-employment drug screening required. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and, (b) if requested, submit to urinalysis testing. Selectees must undergo a background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander's designated representative. Overtime may be required as workloads demand. Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime. Incumbent is subject to call back to meet emergency situations Detailed, current expertise in HR and experience working with contracts and contractor personnel is highly desirable. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: (1) providing authoritative guidance and policy interpretations related to position classification, employee recruitment, placement, performance, and development, and labor-management relations; (2) developing appropriate interventions for management on significant human resources management issues; (3) managing contracting operations to ensure contracting process is responsive to the organization's mission and meets requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, position classification, recruitment and placement, affirmative employment, employee management relations, employment performance and conduct issues, and other programs. 2. Knowledge of advanced Military and civilian federal human resources management (HRM) principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods 3. Ability to interpret manpower documents and accurately connect personnel records to manpower and funding data elements. Knowledge of Defense Civilian Personnel Data System (DCPDS), Defense Civilian Payroll System (DCPS) and Military Personnel Systems . 4. Skill in troubleshooting and resolving the most difficult problems associated with military and civilian programs providing comprehensive affirmative employment, staffing, recruitment and placement, benefits, compensation and pay, classification, and employee development advisory services. 5. Ability and skill to communicate both orally and in writing and to establish and maintain effective and positive working relationships. Ability to maintain harmonious relations with managers, supervisors, employees, co-workers and others to ensure cooperative resolution of conflicts and to provide effective coordination of activities. Skill of analytical reasoning processes and ability to identify and project trends and propose alternative solutions to adverse trends. 6. Knowledge of Government and agency contracting laws, regulations and procedures, contracts and provisions and methods of contracting applicable to the centralized acquisition of Government-wide commodity and service requirements. Knowledge of contract types, methods and techniques including cost and incentive contracting award fees, cost sharing arrangements, processing of unsolicited proposals, multiple awards, and special provisions relating to proprietary rights PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no educational requirement or applicable education substitution for experience.
