Job description

Duties You will conduct comprehensive analytical studies, surveys, and evaluations of diverse, new or existing programs, functions of projects; analyze data for gaps in systems and functionality to make improvements; and develop new procedures. You will assist in determining immediate and long-term training needs, academic degree training needs and developmental programs and overseeing training program and training classes. You will assist the Training Officer in the execution, evaluation, coordination, and oversight of a command-wide training and career development program for scientists, engineers, and support personnel. You will administer the mentor program by enhancing the career development, recruitment of employees with high potential, and assimilation of new employees into the workforce efficiently. You will administer the training and other programs that will assist in enhancing the career development of NRL employees. You will research training rules and regulations and write corresponding Naval Research Laboratory SOPs and guidance. You will identify possible vendors to meet training needs and negotiate contract terms with vendors to obtain best price for quality products. You will serve as a resource for management officials and advise them on how and where training resources can be obtained through government and non-government facilities. You will devise a cost-effective training delivery system and methodology. You will coordinate with higher echelon, Office of Naval Research (ONR), other government agencies, civilian education institutions and private or industrial firms to locate and utilize resources to meet identified training needs. You will be responsible for overseeing the Naval Research Laboratory training program and training classes. You will oversee tracking and internal reporting of mandatory and required training. You will write guides, standard operating procedures (SOPs), and newsletter articles. You will develop and implement new procedures to strengthen and streamline existing programs. You will analyze data for gaps in systems and functionality to make improvements. You will utilize negotiation skills. Requirements Conditions of Employment Must be a US Citizen. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems. Qualifications NO-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05/10 grade level or NO-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1) Assisting in the development and implementation of long-term training programs; 2) Evaluating training programs to determine effectiveness, and make recommendations for improvements; 3) Researching rules and regulations to create training guides for employee development; 4) Overseeing internal reports to ensure employees are completing mandatory training requirements; and 5) Coordinating responses to surveys, reports and questionnaires. NO-02: Your resume must demonstrate at least three years of general experience, that includes one year at or equivalent to the GS-01/04 grade level or NO-01 pay band in the Federal service or equivalent experience in the private or public sector. General experience must demonstrate the following: 1) Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Planning and organize work; and 3) Communicating effectively orally and in writing.
