Duties As an Immigration Policy Analyst, GS-0301-9/11, your typical work assignments may include: Analyzing, developing, and reviewing a variety of technical documents that involve significant and complicated policy issues related to border security and immigration policies and programs. Assisting with developing and interpreting policy and regulatory guidance on issues related to border security and immigration policies and programs. Identifying and analyzing policy challenges within DHS, the interagency, international organization, and foreign partners. Analyzing and evaluating major aspects of substantive, mission-oriented strategies, policies and strategic planning to translate into programmatic and actionable policy recommendations. Qualifications Specialized Experience: You qualify for the GS-09 grade level if you possess one year of specialized experience, equivalent to the GS-07 grade level in the Federal government, performing duties such as: Review, analyze and evaluate aspects of substantive, mission-oriented strategies, policies and strategic planning and translate that into actionable policy recommendations. Assist in developing long-range program goals, plans, objectives, and policies. Identify and assist in developing policies that resolve problems or cope with issues that directly affect the accomplishment of the program goals and objectives. Provide policy support to senior leadership and others on policy matters. You qualify at the GS-09 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-07 grade level in Federal service, that demonstrates the specialized experience; OR A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D.; OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level. You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing duties such as: (1) Analyzing and evaluating major aspects of substantive, mission-oriented strategies, policies and strategic planning and translate that into actionable policy recommendations. 2) Develop program goals, plans, objectives, and policies to support senior leadership. (3) Identify and develop policies that resolve problems or cope with issues that directly affect the accomplishment of the program goals and objectives. (4) Provide policy advice to senior leadership. You qualify at the GS-11 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the specialized experience; OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M.; OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Selective placement factor: A competency/KSAs or special qualification without which a candidate could not perform the duties of a position in a satisfactory manner. Selective factors are applied in addition to minimum qualifications. Applicants who do not meet a selective factor are ineligible for further consideration. Applicants must certify their demonstrated skill evaluating content of new/modified immigration legislation, regulations, policies, or guidance for projected impact. Draft memoranda, correspondence, and other written documents related to immigration policy/border security. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.
