Job description

Duties You will operate the Configuration Management (CM) program to ensure compliance with federal and defense policies and copyright laws. You will modify and manage the Hopper Configuration Management (CM) team Change Modification Requests (CMRs), and Remedy tickets for software applications. You will review and approve all software purchases for Office of Naval Intelligence (ONI), Echelon III and Commands supported on the Office of Naval Intelligence (ONI) infrastructure. You will assist the lead Configuration Management (CM) Licensing Manager with plans; monitors and governs all ONI software licensing activities and ensures compliance with all ONI configuration management policies. You will interpret and apply Federal Laws, Department of Defense (DOD), Navy and Intelligence Community (IC) policies and regulations that pertain to software, copyright laws, and regulations concerning software support and accountability. You will work with the lead Configuration Management (CM) license manager to collect, analyze, track, monitor, report and govern all Office of Naval Intelligence (ONI) enterprise software licensing requirements. You will develop procedures/policies and documentation for software license management processes. You will maintain oversight of life-cycle and license management of all ONI software assets. You will conduct periodic audits of Configuration Management (CM) processes and library IT software assets to ensure maximized efficiency, accuracy, and relevance as well as compliance with internal and external requirements. You will assist the Configuration Management (CM) team with implementing new objectives and processes/procedures for service assets and Configuration Management (CM) within the future Hopper Service Transition organization. You will resolve problems while keeping leadership aware of controversial matters on licensing and software requirements. You will collects, analyzes, tracks, monitors, and report Office of Naval Intelligence (ONI) functional software requirements. You will make technical and sound decisions to ensure software purchases met mission requirements, software usage is cost-effective, limits redundancy, and enforces uniformity. You will maximize existing software assets to provide fiscally responsible operations. You will recommend automated tools, and their configuration, to complement and reinforce the ONI Configuration Management (CM) process and policy. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. In addition to your experience demonstrating the four competencies above, Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-11) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: Reviewing and approving software purchases for the command. Assisting in collecting, analyzing, tracking, monitoring, reporting and governing all software licensing requirements. Maintaining oversight of life-cycle and license management of software assets. Conducting periodic audits of Configuration Management (CM) processes and library IT software assets. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and; 2. Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor." This position performs a primary cyber work role of 431 - Knowledge Manager - Knowledge Management , per the DoD Cyber Workforce Framework .
