Pay Rate: The annual base salary range for this position $ 64,380 - $101,935. Please note that the salary information is a general guideline only. Position Location: Washington, DC Telework/Work-from-Home Authorized: Yes - When Authorized/Hybrid About the Role: The Journeyman Management Analyst will support the Medium Range Surveillance (MRS) or Long-Range Surveillance (LRS) aircraft acquisition program with the day-to-day administration and maintenance of routine deliverables by providing documentation and administrative support in the areas of communications, data management, technical writing, task and metric tracking, briefings, performance measurement, and meeting support. Additional Responsibilities Include, but are not Limited To: Organize and maintain an electronic program document repository and archive stored on the USCG provided SharePoint site.
Support the collection and submission of routine reports and data calls, including PEO weekly reports; GAO, OMB, and congressional questions; BBDs; Quarterly Acquisition Reports to Congress (QARCs), and Quarterly Acquisition Briefs (QABs) to Appropriation Committee staffs.
Support program meetings, including Integrated Product Team (IPT) meetings through scheduling, facilitation, note taking, and action item tracking.
Perform meeting management functions including, but not limited to, electronically scheduling meetings and meeting locations, coordinating attendees, developing and distributing meeting agendas and minutes.
Maintain program information stored in the INVEST reporting database, and coordinate required submissions with program staff.
Track, analyze, and manage contract deliverables (e.g., Contractor schedules, technical data packages, CDRLs) and reporting metrics as required.
Plan, prepare, track, and maintain acquisition documentation in accordance with the DHS HSAM, USCG COMDTINST M5000 (series), and other applicable policies and directives to support project activities, briefings, and Acquisition Decision Event reviews.
Documents include presentations, white papers, and required acquisition documentation, including, but not limited to:
Program Management Plan (PMP)
Integrated Logistics Support Plan (ILSP)
Acquisition Plan (AP)
Acquisition Program Baseline (APB)
Program Management Plan (PMP)
Program Life Cycle Cost Estimate (PLCCE)
Configuration Management Plan (CMP)
Risk Management Plan (RMP)
Test and Evaluation Master Plan (TEMP)
Program SELC Tailoring Plan (PSTP)
Operational Requirements Document (ORD)
Draft various procurement request documentation to include, but not limited to statements of work (SOW), performing and documenting market research, and initial cost estimates.
Support budget development as needed to include the following for Government approval and implementation: drafting Capital Investment Plan (CIP) updates and out-year budget requests, creation, and update of spend plans, and open obligation validation.
Support program risk management efforts by identifying, tracking, and analyzing program risks and developing mitigation plans.
Schedule and provide read-ahead materials to support risk assessment meetings and participate in risk assessment meetings and other risk assessment events.
Maintain the program risk register in accordance with the CG-9 Risk Management SOP and industry standards for risk identification, assessment, prioritization, tracking, and trend analysis.
Periodically review the risk register and identify and recommend new potential risk areas as well as recommend updated status of previously documented risks.
Work with all CG-931 programs in supporting the development, review, routing, and submission of aviation acquisition documentation.
Assist the CG-931 Program Management Office (PMO) with day-to-day development and maintenance of routine deliverables by providing documentation and support in the areas of communications, data and supply management, task and metric tracking, briefings, performance measurement, and meeting support.
Track and maintain task assignments and organizational performance metrics.
Perform program-level research to prepare draft correspondence, senior level briefings and reports, program budgets, and associated supporting material.
Provide support duties such as filing, copying, document routing, and maintaining CG-931 leadership calendars.
Support program meetings through scheduling, facilitation, note taking, and action item tracking.
Perform meeting management functions including, but not limited to, electronically scheduling meetings and meeting locations, coordinating attendees, developing and distributing meeting agendas and minutes.
Support the Sawdey CG-931 Program Manager as required.
Assist with the compilation and update of the Quarterly Risk Reports to Congress, Quarterly Acquisition Briefs, and other portfolio-wide routine reports and data submissions.
Review acquisition program documentation including (but not limited to) MSAM documents, reports, schedules, briefs, and INVEST submissions and provide feedback to promote consistency and standardization and ensure quality and timeliness of deliverables within the portfolio of aviation acquisition programs.
Perform other duties, as assigned.
Experience Requirements: Minimum of four (4) years' experience in major or non-major systems acquisitions governed by the Department of Defense 5000 Series, Department of Homeland Security (DHS) Homeland Security Acquisition Manual (HSAM), or other equivalent Federal agency policy.
Prior experience with SharePoint, experience developing procurement requests and technical writing, working with the DHS INVEST system, and creating/maintaining an Integrated Master Schedule is desired.
Six (6) years of experience and/or experience on USCG acquisition programs is preferred.
Education Requirements: Bachelor's Degree preferred.
Other Required Skills & Abilities: Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
